an automobile coming in the opposite direction caught him, and ho was severely injured.His father hurst, N.J., was given yesterday | set out for a Montreal hospital witn when the dirigible passed majesti-|thc boy, who, however, succumbed ,(Continued on Page Seven).(Continued on Page Stvcn).TTAWA, Oct.16.—With even more confidence than in his opening argument, Hon- Newton Row'dî, counsel for the Dominion, presented the Supreme Court yesterday the views of the Dominion as to the manner in which the ten questions contained in the reference on the water power dispute should be answered by the court, and more than once asserted that counsel for the provinces had utterly failed to show any authority in judicial opinion for the principles they enunciated.Argument on this important reference concluded yesterday afternoon after Mr.Rowe'i extended, on behalf of counsel, gratitude for the fairness ana patience shown by the court during the argument.Mr.Rowell submitted yesterday that ownership of water power was not incidental to ownership of the stream, but that ownership of water power went with.the riparian ownership.Again, at the opening yesterday morning, in answering the question raised by Mr.Justice L.P.Duff, last Friday, Mr.Rowell held that water power came under the classification in the British North America Act, section 92, sub-section 10, clause C, namely, a work or undertaking wholly within a province that might be declared for the general advantage of Canada and thereby be removed from provincial control.It was contended by Mr.Rowell that, while the provinces argued that the D inion only had exclusive control over navigation on navigable streams, the Dominion’s view was that it had exclusive cont/o! over navigable streams for nav ration.This, hd declared, was a fundamental difference in the position of the Dominion and the provinces.Further he declared it ridiculous for the counsel for the provinces, notably W.N.Tilley, K.C., of Toronto, for Ontario, that there was no public right to navigation on the Great Lakes or the navigable streams in that province.BORDER CITIES WILL NOT VOTE ON AMALGAMATION BY SEVERED WIRE CABLE Wires of Canadian Press and Two Local Stock Brokers “Dead” Dining Greater Part of Morning and Afternoon- (Associated Press Despatch) * LAKEHURST, N.J., Oct.16.* •F —Lady Grace Drummond ,5 p.ture, some of the more important factors entering into the successful carrying out of that enterprise have found adjustment.The strategic value of the islands in question cannot be doubted The western part of the Caribbean Sea constitutes a key to the direct approaches to the contemplated canal, and while the interests of tlie United States as yet lie primarily in the direction of uninterrupted navigation, as Mr.Kellogg states pointedly, still, the old saying that a stitch in time saves nine may have its proper application here.A tripartite understanding, such as has been consummated in the present instance, ought to prove of satisfaction to all parties interested.this city.He then brought to mind the present situation regarding missionary work.“The Eastern people,” be said, “arc showing their desire for a national religion of their own.They are awake to the needs of Christianity, but desire to work out the Continued on page seven c.discount for five year contract.Meter rental 15c.per month.Ottawa—3c.per month per 100 sq.ft.of floor area, minimum area 1,000 sq.ft., with a meter rate of 2c.per K.W.H.Area charge 30c.;
