pronouncing of the sentence, both were released a few months later under an Habeas Corpus and the sentence declared illegal.A month later, Provincial detectives, accompanied by one of the guards of the penitentiary of St.Vincent de Paul, re-arrested the two brothers during the night.This caused a bitter legal battle in which their attorney, Mr, C.C.Cabana, presented a.new Habeas Corpus before the Court in Montreal, which was again granted, but the jailer at the penitentiary refused to obey, and the two brothers were kept in the penitentiary.The attorney for the defence continued his endeavors to have them released and last year was successful in obtaining the\u2019 release of Emile Labrie.Today he received notification to the effect that.Joseph Labrie had been liberated.to be interviewed, however, and but a small percentage of this number have been seen.The most pressing need of the membership committee is an increase in the number of canvassers, and the chairman, Mr.C.S.Millette, and the secretary of the Board, Mr.R.A.Bartlett, are most anxious that more members should call at the office and take a few cards and names to be solicited.Success is impossible unless more canvassers are secured, and the more there are the less will be the task of each.Before the campaign started there were about one hundred members of the Board of Trade, and the Objective which Mr.Millette states snould be reached is five hundred.Several dozen cards have already been returned bearing the names of men who are willing to become members.There has been about sixty per Thanksgiving service in keeping with the one held in Ottawa on the same day, July 3rd, took place in Sweetsburg, but on account of the downpour of rain which occurred at that hour (2.30 o\u2019clock) and through the kindness of the Court House officials, the service was held in the spacious court room instead of on the park, as had been scheduled and the park prepared for the occasion.The order of proceedings as carried out for the purpose of celebrating the Diamond Jubilee of Confederation proved a very proper celebration; the only regrettable fact being that a large number of people left for home before the necessary arrangements could be made for holding the service in the Court House.The community service was opened by singing the Doxology in unison, with the clergy representing the three denominations present seated in the judge\u2019s alcove,namely, Rev.S.W.Boyd, pastor of the United Church; father J.V.Davignon, cure of the Roman Catholic Church and Rev.'A.T.Love, M.A., of the Anglican Church.Father Davignon then addressed the congregation in French, saying he was pleased to meet with other denominations at this one great time of Thanksgiving and praise to God, and stated AWARD.By the decision of the Privy Council, last spring, Newfoundland becomes proprietor of territory on the Labrador Coast more extensive than the island colony itself.At one point the established boundary will be at least five hundred miles from the Coast.The dispute between Quebec and Newfoundland was of long standing.The Privy Council decision presumably settles it, anc adversely to the Quebec claims.Quebec insisted that Newfoundland s rights did not extend beyond a narrow fringe along the Coast.The original reference defined Newfoundland s territory as the coast.ihe argument, therefore, revolved around this word.What wa?meant by \"coast.\" The Privy Council holds that it means the area drained into that part ol the Atlantic, and thus the line goes back to the headwaters of the coast rivers.\"The Canadian,\" a publication of Vancouver, contains an interesting article by John S.Ewart, K.C., summarizing the arguments and decision.The following extracts will prove of interest to those who have not fully understood the matter: The Royal Proclamation of Oct.7th, 1763.used these words: \u201cAnd to the end that the open and free fisheries of our subjects may be extended to and carried on the coast of Labrador and the adjacent isles, we have thought fit, with the aaviee of our said Pr:vy Council, to put ail that coast, from the River St John's to Hudson's Straits, together with the islands lying upon the said const, under the care and inspection of our government of Newfoundland.\u201d The Quebec Act of 1774 transferred tc Quebec all of Labrador that had been given tc Newfoundland.But, by a statute of 1809, i was returned to Newfoundland.The language on this latter statute was: \u201cThat such part of the coast, from the River St.John's to Hudson\u2019s Straits as was annexed to the government of Newfoundland by the said proclamation of the seventh day of October, 1763, shall be separated from the said government of Lower Canada and be again re-annexed to the government of Newfoundland.\u201d The following four points are m support ol the Quebec case: 1.\tBy the first of the documents\u2014the Proclamation\u2014the \u2022\u2022coast'' of Labrador was not made part of Newfoundland.It was put \u201cunder the care and inspection of our government of Newfoundland?\u2019 Newfoundland at the time was not a colony.It wras a mere fishing station.2.\tThe Proclamation declared that the reason for putting the \u2018'coast\u201d under the \u201ccare and inspection\u201d of the Governor of Newfoundland was \"that the open and free fisheries of our subjects may be extended to and carried on\u201d upon that coast.3.\tIf the draftsmen of the Proclamation of 1763 had intended to put merely the littoral under \u201cthe care and inspection\u201d of the governor, what language would they have employed ?There is none other so effective for that purpose as the word \u201ccoast,\u201d and that they used.If, on the other hand, the draftsmen had intended to include the hinterland, how would they have expressed themselves?Not, certainly, by the mere word \u201ccosat.\u201d They would in some way have indicated the extent of the territory which they had in mind.4.\tIf to these considerations be added the fact 'as stated by Newfoundland in its argument) that in 1763\u2014\u201cthe interior of the country was bleak and uninviting, swampy and unsuitable for cultivation, and was inaccessible except from the seashore\u201d\u2014it is beyond question that in giving Newfoundland a certain foothold in Labrador, it was merely for the purpose of protecting the fishing interests.The draftsmen of the Proclamation having employed only the word \"coast,\" where did the Privy Council cLscover any ground for de daring that they meant a boundary which follow the various watersheds, a boundary going be hind the heads of all the rivers flowing into the Atlantic and the St.Lawrence, a boundary goint at one place nearly five hundred miles from thr ocean?Where did the Privy Council get tha idea?\u201cIt is consistent,\u201d they said, \"with the doctrine of international law by which the occupation of a sea-coast carries with it a right to the whole territory drained by the river* which empty their waters into its line.\u201d International law applies to the action oi a nation occupying the cost of an unappropri ated country.In that case, the occupation is held to extend to all the territory drained by the rivers which ernbouch upon the coast.But that rule has no possible application to the grant oi a \u201ccoast \u2019 by one Power to another, or by a metropolitan country to a dependency.The Privy Council continued as follows: \u201cFurther, the use of the watershed or \u2018height of land\u2019 as a boundary was undoubtedly familiar in British North America at the period in question, and it is shown as a boundary in many of the maps of that time., .\u201d \u201cIt may well be, therefore, that in allotting to Newfoundland the \u2018coast\u2019 of Labrador, the framers of the documents of 1763 had in rnind as a boundary the \u2018height of land\u2019 from which the rivers ran
