Controversy\u2014Entire City Council of One Mexican Town Under Arrest\u2014Religious Situation Remains Unchanged, Though Economic Boycott Is Increasing.(Associated Press Despatch) EXICO CITY, August 17.\u2014Some fifty persons have been taken into custody in the federal district, charged with having participated in a plot of wide ramifications for uprisings last Sunday against the Government\u2019s religious regulations.Additional arrests have been made at other places.These include a general of the Federal army, whose name is withheld.He was made a prisoner in the state of Morelos, secret service officals say, and is charged with complicity in the proposed unrising.His is the only case of alleged disaffection in the army thus far reported.All the members of the city council of the town of Amocameca, in the state of Mexico, were apprehended on telegraphic instructions from the Mexico City secret police.There are some suggestions in unofficial circles that the concentration of forces of General Enrique Estrada, near the Mexican border in California, with the alleged purpose of crossing the frontier into Mexico may have been connected with the alleged plot and as a part of a general revolutionary movement.President Calles says he had been informed more than two months ago of the plan of General Estrada and declares that if Estrada and his followers had not been arrested by the California authorities and had crossed the border the rebellion would have been suppressed and the rebels killed.The Roman Catholic Episcopate when informed of the police reports that Catholics had been taken by the police in connection with the alleged conspiracy, said it was known that a number of Catholic leaders had been arrested, but that it was understood the police were searching their homes for missing church treasures.It was stated that the Episcopate had no information of any uprising having been planned by Catholics in opposition to the religious regulations.It was pointed out that the church authorities had announced on several occasions that the opposition of the church was a peaceful one, and that no uprising against the state was contemplated.The recent statement of the Episcopate that in the event Mexico was ever attacked by a foreign power the Catholics of the country would show their patriotism by siding with the Government was recalled.Late last night the police announced that eight of those arrested had been released.No reason was given for setting them free.Just how widespread the alleged revolutionary movement was has not been made known, but the police assert that uprisings had been planned in the states of Chihuahua, Jalisco, Puebla, Morelos and Michoa-can and in Mexico City, and the federal district.What was done in the outlying district by the police to put down the movement has not been revealed here.Generally the religious situation remains unchanged, but the economic boycott called by the League for the defence of religious liberty in protest against the Government\u2019s regulations seems to be increasing.Many Catholics are waiting hopefully for the convening of Congress, September 1st, and the enactment of milder church regulations.The hope seemingly is a forlorn one.THE ATTEMPT OF GENERAL ESTRADA AT SAN DIEGO (Associated Press Despatch) SAN DIEGO, CAL., August 17.\u2014General Enrique Estrada, former secretary of war, for Mexico, was named yesterday as the engineer of the latest plot to overthrow the Mexican Government, foiled near here last night with the arrest of one hundred and seventy-four men and seizure of a large amount of ammunition and equipment.A.A.Hopkins, Department of Justice agent, said that the General \u201cfrom all the information they were able to gather,\u201d was the sponsor for the movement against the lower California Government.\u201cI do not think that the Mexican religious troubles had anything to do with the movement or that any one but Estrada was behind it.I believe it was simply an attempt of the outs to get in.\u201d Charges of violating a section of the Criminal Code which prohibits an organized military movement against a large truck suddenly crossed their path, and before they could stop their car or before the driver of the truck had time to get his machine out of the road, the two had collided.Mr.Boivin was policy on the Australian treaty and on old age pensions.He emphatically denied that he had any intention of striking a red ink line through the Australian trade treaty.\u201cWhat do we intend to (Associated Press Despatch) CALGARY, Alta., Aug., 17.\u2014 (By Canadian Press) \u2014 \u201cEngland expected Canada to take its full measure of self-government within the Empire, but unless the relationship of Governor-General to Primo Minister in Canada was the same as King to Prime Minister in Great Britain, Canada\u2019s position was no better than a crown colony\u201d, Mr, Mackenzie King told his audience here last night.\u201cSuppose the King of England began to choose between parties, how long do you think the throne would remain as strong as it is today?\u201d he asked.It was the action of the Commons which determined the ministry that would advise the crown.\u201cThat is British constitutional practice, the minute you begin to depart from those rule's, the British Empire will begin to suffer a shock.The Empire will last as long as constitutional practice is carried on throughout the Dominions\u201d, said Mr.King.An abrupt attack was made on Hon.R.B.Bennett in the course of Mr.King\u2019s address.A press report from Woodstock, Ontario, quoting a speech made there by Mr.Bennett was read.The Minister of Finance had described Mr.King as \u201cthe greatest coward who ever held the office of prime minister of Canada\u201d.\u201cThat means that others\u2014Mr.Meighen and Sir Robert Borden\u2014 have been cowards, but I happen to be the greatest of the lot,\u201d said Mr.King.\u201cI think you know the type of man Mr.Bennett is.Any person who speaks like that on a public p.atform of a fellow member of ihu House of Commons\u2014there is one name you cannot apply to him and that is the name of gentleman.\u201cWhen you want to test a coin you rub the surface and see whether it is pure or alloy;
