LONDON, August 2.\u2014A complete programme for launching the Dawes reparation settlement plan was agreed upon by the Inter-Allied Conference during a half-hour plenary session at the Foreign Offices this morning.The Allied Premiers and United States Ambassador Kellogg took up the technical point with which the experts had vainly struggled in two all-night sessions, and after modifications, which Premiers Macdonald and Herriot accepted, the compromise settlement was reached.INVITE GERMANS TO LONDON When the agreement was reached the wearied experts, who have slept little during the last forty-eight hours, left the conference room and the chief delegates began framing the invitation for he German Government to send a delegation to London.Prime Minister Macdonald will hand the invitation to the German Embassy this afternoon, and Foreign Minister Stresemann and his colleagues are expected to reach London Monday night.Meanwhile the conference will take a recess with the exception of the jurist\u2019s committees which are drafting the results of the fortnight\u2019s work so that the document can l)e submitted to the Germans.The conference will enter its final phase with the arrival of the Germans who v.ili be asked to express their opinions on the programme for putting the Dawes scheme into operation.After the Germans have been heard a protocol embodying the programme will be signed by the allies and the Germans it is expected and then the reparation commission will make its appointments and set up the organization necessary for carrying out the Dawes proposals.The plenary session adopted the report of the first committee of experts dealing with defaults and penalties.It also adopted the report of the third committee, pertaining to reparation transfers.The fare of the conference hung on this latter committee through the early hours of th;s morning.Unable to reach an agreement the experts passed the problem along to the plenary table where complete agreement stimulated the buying of stocks at the opening of today\u2019s market which exhibited a firm tone.Oils rails, steels and coppers were most in demand, but initial changes as a rule One Plane, the New Orleans, Missing.(Associated Press Despatch) KIRKWALL, Aug.2.\u2014The American army airmen on their world flight struck a heavy fog off the north coast of the Orkneys after setting out from here for Iceland early today and the planes became separated.Lieut.Lowell H.Smith and Lieut.Leigh Wade circled their machine for some time in a hunt for Lieutenant Eric Nelson in the New Orleans, who wras apparently in the rear, but not finding him returned to Kirkwall.Lieuts.Smith and Wade returned to Kirkwell at 11:20 o\u2019clock.Their machines flew over Kirkwell, and a message from Lieut.Smith was dropped reading: \u201cSend a message to the Richmond that we all became separated in the fog and that Wade and I have returned.Have not seen Nelson since we became separated on the course 25 miles from Birsay.\u201d The flight commander said that just after clearing the Orkneys the three planes plunged into a dense fog extending up 3,000 feet.The fliers avoided it by dodging eastward, but were soon trapped in another and thicker fog.The fliers immediately lost sight of each other but Smith and W\u2019ade, turning eastward, came together in a clear space 25 miles off Aug.2.\u2014 The economic arrangements under which the German industrialists in the Ruhr have been delivering some material on reparation account and paying license and export fees has been extended by the dye, brick, tile, textile, paper and other industries on a similar basis to the extension recently agreed upon by the mine owners and the Franco-Belgian commission.Under this extension the rectification of the boundary line between Northern and Southern Ireland without transferring any considerable part of the Northern area to the Free State\u2014a point upon which the Ulstermen are autumn to introduce its projected bill which would sanction the formation of the boundary commission wihout the participation of Ulster.These writers say that Secretary Thomas\u2019 statement on the
