announcement of Quebec budget plans by Premier Maurice Duplessis, following the announcement of the Ontario budget, offers the Canadian people a striking example of what can be achieved by sound Provincial administration and also most effectively refutes claims of those favoring centralization of all taxing powers with the Federal Government that the only way for the Provinces to maintain financial stability was by agreeing with the Ottawa proposals.Ontario and Quebec will not levy personal income taxes.The two central Provinces will not increase succession duties.I hey will raise revenue by taking up the three cent tax on gasoline abandoned by the Federal Government, and will impose a seven per cent corporation tax, thus moving partially into the ten per cent reduction allowed by the Federal Government.By refusing the Ottawa proposals, and financing their administrations in the way just outlined, the Governments of Quebec and Ontario have saved the taxpayers of Canada $136,980,000, the full amount of the Federal subsidy offered to the two Provinces if they agreed to abandon their traditional taxing fields to the Federal Government.It is the responsibility of Ottawa to pass this saving on directly to the taxpayers through a reduction in personal income tax.Compare the position of British Columbia with Quebec and Ontario and it will be seen that the two Eastern Provinces are giving a striking opportunity for tax reduction.British Columbia is being paid a subsidy of $18,600,-000 and at the same time is retaining the three cent gasoline tax and the full ten per cent of the corporation tax.This general policy is being followed by the other Provinces which have entered into agreements with the Federal administration.In effect Ottawa is paying substantial subsidies to certain Provinces for exclusive Federal jurisdiction in the income and succession duty fields.By refusing to levy income taxes or increase succession duty taxes Quebec and Ontario are giving these privileges to the Federal Government for nothing.Ibis high-minded policy gives Ottawa an opportunity to reduce taxes materially\u2014and it is an opportunity the people of Canada are UNITED STATES AIDS MEDITERRANEAN ALLIES The urgency with which the United States administration regards the situation in the Eastern Mediterranean is emphasized by the request of President Truman that $400,000,-000 be transferred to Greece and 1 urkey, the bulkwarks against the spread of Communism in that region.Admitting that the problem of Greece and Turkey should be one for action by the United Nations, the President stresses however that no delay is possible if these countries are to retain their independence and that as the only nation in a financial position to give the required aid alone, the United States must step into the breach.President Truman apparently realizes that even if Great Britain be relieved of the economic burden, the military task will be too great for her weakened international structure and therefore asks that military experts be despatched to the two countries in an effort to bolster the armed forces of these two nations which have been waging an , uphill battle against Communist infiltration and aggression.Turkey and Greece jointly form the key to the Mediterranean.Should Russia be able to bring one or both of these nations under her tutelage she would have an important toehold on this important waterway which would make her a distinct threat to the international balance of power between the east and west.A I urkey and a Greece, fortified rumor sweeping the country today seems to be a whispering campaign report that individual parcel post relief shipments sent to Europe never get delivered.Usual version of this taie is that the parcels ar e taken off ships in the English Channel, lowered to small boats, taken to England, and sold in the black market.This particular cock-and-bull story seems to have started in San Francisco, hut it has now spread all the way to the east coast.Post Office Department offlc'mls have had to answer hundreds of letters on this subject in recent weeks, denying the report, but it is dying hard.It will take considerable time and effort to kill it dead.Mail diversion of this kind just can\u2019t happen, say postal authorities, for a number of reasons.First, few ships carrying mail to Europe call at British ports.Second, mail sacks are sealed and could not be transferred without the shortage being detected.On arrival at European ports, mail is transferred to postal authorities of the receiving country for customs examination.In occupied Germany and Austria the mail is also subject to censorship by military authorities.There may be some loss in handling, but international parcel post officials say it is less than one per cent of total shipments.There are, however, a number of circumstances which may contribute to making delivery impossible, Even with losses held as low as one per cent, a number of parcel post relief shipments might fail to reach destination.In 19:19 parcel post shipments to foreign countries was less than 29 million pounds a year.But in the past seven months they have been 200 million pounds, and the quantity is rising.petty thievery exaggerated The shipping strike last fall delayed parcel post from August to October.The backlog of parcels mailed from the mere sight of food and clothing sticking out of a broken package is too great a temptation to resist.Often individual items like cigarets or candy may be taken from packages and the remainder delivered.But the amount of this petty thievery has apparently been exaggerated by gossip in the United States.Greatest causes for non-delivery, say postal officials, are bad packing, bad addressing, and bad customs declarations.Too many kind-hearted Americans wanting to make a small relief shipment to someone they know in Europe mail packages which migF be shipped safely across the United
