pictured today as leading to \u201ca vast expansion of wealth\u201d in both the United States and Canada.The optimistic forecast was in ! a report issued by a Senate for-I eign relations sub-c ommittee j headed by Senator Alexander Wiley (Rep.Wis.), long a backer of the seaway \u2014 a deep-water channel in the St.Lawrence river which will allow ocean-going ships to sail between the Atlantic and the Great Lakes.The material in the report was prepared by the St.Lawrence Seaway Development Corp.set up by the U.S.Congress this year to direct the U.S.share of work on the project to be built jointly with Canada.Construction may start next spring.The report said a great increase in wealth should result because \u201cthe areas served by the seaway are to become industrialized as the natural consequence of the provision of cheaper bulk transportation\u201d and because \u201caccess to direct foreign trade should be greatly beneficial.\u201d \u201cIt is a historical fact,\u201d the report asserted, \u201cthat the development of transportation facilities contributes directly to general economic development.\u201d It said consumers should benefit through lower prices, declaring that \u2018the savings that busi-nes will make in shipping via the seaway will be passed along\u201d to buyers.As to the argument that the seaway will ruin east coast ports, the report said this was entirely without foundation.\u201cThe gross national product of the United States (output of goods and services) doubled between 1925 and 1950 and is expected by economists to double again between 1950 and 1975,\u201d it said.\u201cThe seaway will play its part in this expansion of wealth, and older ports will not be ruined.They can, in fact, look forward to a period of unparalleled Communists Dec.5 after two years in a prison camp, held out against signing.Informants said MacKenzie also held out against confessing other false charges made by the Communists.Exact nature of these other charges was not learned.At a press conference here last week MacKenzie said that after 16 months in solitary confinement he had finally given in to the Communists and sign-j ed a false statement that hej had \u201cinvaded Chinese air space.The statement said he was briefed to do so by the U.S.air force, with which he was serving in Korea when shot down Dec.5,\t1952, on his fourth patrol.It wae recalled that MacKenzie said that after he had been held in solitary for 10 months, he had been presented with a 28-page statement which the Communists wanted him io sign.It was understood that
