proposals for increasing loans to small Canadian business operators but Finance Minister Fleming says it may be some time yet before any decision is announced.These operators, he told reporters Tuesday night, are facing the pressure of increasing competition from chain stores and are seeking access to \"easier credit\" than now is available to them.The problem, he added, is \u201creal
