Commonwealth's first major trade and economic conference in a quarter-century \u2014 one that may reshape the destinies of the 1 1-country partnership \u2014 likely will be held in Canada in mid-1958.Swiftly and with complete unanimity, finance ministers Tuesday agreed to the Canadian proposal for such major talks and praised this country for initiating a move which, they suggested, may turn the Commonwealth into a great moral force in world affairs.Finance Minister Donald Fleming, chairman of the four-day meeting, told delegates at public closing ceremonies that \u201cwe rejoice to have arrived at complete agree- sequence of Prime Minister Die-fenbaker\u2019s suggested switch of 15 '\u2022 per cent of Canada\u2019s imports from the United States to Britain, will be outlined here by Peter Thorneycroft, chancellor of the exchequer.He and Sir David Eccles, president of the U.K.board of trade, I will meet with Finance Minister Î Fleming and Trade Minister Churchill today to begin the bilateral trade talks.Mr.Diefen- j baker will confer with the two U.S.ministers later and may make some comment on the proposal.SOME FEARS There were indications even before the talks got under way that Canadian authorities are none too keen on the suggestion.Some fear it may hurt Canadian industry and increase the number of jobless.Mr.Fleming has already stated it presents \u201cvery formidable difficulties.\u201d Many Canadian industrialists are opposed to the free - trade plan, fearing the elimination of tariff protection may force their industries to be pitted conpeti-tively against the lower-cost U.K.production.Living standards are much higher in Canada than in Britain.Canadian wages also are higher.These economic factors would weigh heavily on Britain\u2019s side.On the other hand, Mr.Diefenbaker has stated he would like to see a switch in some of Canada\u2019s imports from the U.S.\u2014as much as $600.000,000 a year.ALTERNATE PROPOSALS U.K.officials argue that the only real way to get a sharp diversion of Canadian imports from the U.S.to Britain is through the establishment of Anglo-Canadian free trade.However, Mr.Thor-neycr itft has stated that if Canada cannot agree to his proposal, then he was prepared to make others\u2014such as increased Canadian government purchases from Britain.Canadian officials likely will look on this alternative suggestion with more favor.They may be prepared to buy more aircraft, engineering equipment and other major products from British factories.But how much effect this would have of diverting Canadian imports from fairs.\u201d PM HAPPY At Ottawa, Prime Minister Diefenbaker said he was sure all Canadians will warmly welcome the announcement.It came in the form of a 900-word communique which outlined the type of subjects that may be taken up at the meetins.The subjects were described only in general terms.The big item, of course, is to study ways of expanding trade within the Commonwealth.But an assessment also is to be made of the need and the sources of capital and technical aid in the underdeveloped areas; of problems in farm surpluses; of the impact of Europe\u2019s proposed free trade area on Commonwealth trade; and of progress being made in the \u201ccommon objective\u201d to expand trade generally and eliminate exchange restrictions.Alsu to be studied is the means of setting up permanent Lapalme Resign MONTREAL (CP)\u2014Some members of the Quebec Young Liberal Federation are reported to be preparing to demand the dismissal of provincial Liberal Leader Georges Lapalme and the election of a successor.Federation President John Pepper said the ouster may be proposed at a federation meeting Oct 25-26 in Sherbrooke.Que.\u201cFrom remarks made by some members of the executive, it is quite possible a general resolution of the federation will be passed calling for a provincial Liberal convention between now and the next provincial election to choose a new leader,\u201d he expected to tell the United Nations today that leftist Syria is no threat to her Middle East neighbors.Saudi Arabia was scheduled to lead the Arab trio in the general debate before the 82-nation assembly.Jordan and Iraq were to follow.Ahmad Shukairy, former Syrian chief delegate who now heads Saudi Arabia\u2019s UN representatives, was expected to echo the current Arab line that Syria is not under Russia\u2019s thumb and does not menace peace in the Holy Land.Shukairy said he also will \u201cdeal with\u201d the assembly speech by U.S.State Secretary Dulles, who declared the flow of Soviet integration of Little Rock\u2019s Central I ligh School collapsed Tuesday night in what might be a disagreement over words \u2014 or could be a dispute over intentions.A settlement plan was worked out Tuesday at a conference between Eisenhower and a four-man committee from the southern governors\u2019 conference.It.called for a declaration from Faubus that he would not obstruct orders of the federal courts which have ordered school integration, and would maintain law and order in Little Rock.The president, in turn, promised to return the federalized Arkansas national guard to state control and to withdraw federal troops \u201cas soon as practicable.\u201d DOESN'T CONVINCE IKE The governors\u2019 committee said Faubus had agreed to the plan, and the Arkansas governor later issued cars, but to stay half a dozen car lengths behind in good weather and 12 or more lengths in bad conditions.It\u2019s a mistake, he says too, to join a group of cars all travelling at the same speed.The setup is perfect for a multiple-car crash.There Alive You should look into your rearview mirror every few seconds, and certainly every time you swing out or change speed.Sheaffer notes that in many fatal accidents the problem was the \u201ccar that came from nowhere.\u201d Either one driver or the other was not alert to the traffic around him.He advises further that you keep your eyes to two no-trump.This bid showed just what he had.Eight or nine points, a good spade suit and a hand that could play at no-trump.With only sixteen points South might well have passed this bid but South
