Frank K.Pittman, the commission's reactor development director, suggested to an atomic Industrial forum Tuesday that power could be produced cheaper from a number of other systems than the heavy be as efficient as any in existence.Lew is compared U.S.and Canadian commercial atomic efforts with that of the tortoise-and-hare fable.At present, he said, the U S.is ahead, but in a few years Canada may catch up in development.However, he conceded in an interview after the conference that his efficiency estimate for Canadian commercial reactors is based on a lower return on investment than the one made by Pittman.PLACED SEVENTH Pittman downgraded the Canadian system to seventh place in listing potential costs of commercial power from various atomic systems.Compared with a potential cost of 7.81 mills a kilowatt \u2022 hour for the D\u2019-e«'\u2019iri,nd water system widely used in the U.S., he estimated tne potential Canadian heavy-water power cost at 9.03 milk.But he added: \u201cIt must be recognized that our evaluation is based on U.S.economic conditions and that theirs is based on Canadian conditions.¦ \u2022 \u2022 % The differences are matters of judgment and only time and an intelligent program of research and development and plant construction will show which evaluation, if either, is correct.\u201d Lewis estimated Canada\u2019s proposed big Candu commercial reactor, to be completed in 1964, ¦will produce electricity at a cost of 4.75-5 mills a kilowatt-hour.He based this on a seven-per-cent rate of return on investment.Pittman made his estimate on a 14-per-cent return.Lewis said that if his estimates of low operating and fuelling costs are borne out by events, the Ontario'Canflu project will be only one of a series.\u201cIncluding some other prospective users, I personally expect Canada to build such plants at a rate of one a year in the first four years.\u201d Pittman suggested that on the basis of current technology, some of the proposed atomic
