and approved a government bill that incorporates the current tax on exported electricity into the Excise Act where only - -r-liament can change it.For the last 35 years the tax, which yielded $1,400,000 last year, has been imposed by cabinet order.Fixed in 1925 at $2 per horsepower exported, it has been unchanged since URGED REJECTION By a vote of 13 to 12 the banking committee recommended that a government proposal to put the tax under the Excise Tax Act be turned down by the upper cba-ber.Backed by a group of Liberals, Senator Walter Aseltine, government leader in the upper chamber, appealed to the senators not to succumb to the urgings of special interest but'affirm that \u201ca tax to raise revenue by order-in-council or by regulation of the cabinet .is not a proper way in
