increasingly concerned by the mushrooming growth in the provincial government outlays, which are now in the vicinity of two billion dollars a year.Unfortunately it is doubtful if Quebec operating and capital costs during the current fiscal period will be below those of the preceding year.Probably they will be substantially higher.This docs not make Premier Johnson out a liar.In fact he is probably telling the truth if one accepts the fact that the previous administration forecast rapidly increasing outlays in the years ahead.In effect he means that his administration will ask for less additional money next year than it had planned to request.But the taxpayer can still expect the province to take a bigger bite out of his income than in years gone by.And a similar situation exists at Ottawa.Governments, past and present, have committed themselves to so many in-crcasingly-expcnsive programs that the best that can be hoped for is that they spend a little less than they would like to.They are in the position of a man hopelessly in debt who decides to economize by buying a new Buick next year instead of acquiring a Cadillac.Federal and provincial governments, and municipalities for that matter, are suffering from the unprecedented prosperity which has existed, with a few brief exceptions, since the end of the Second World War.With buoyant revenues they plunged into spending sprees that involved deficit financing despite the high tax receipts, blithely hoping that somehow or another the day of reckoning could be avoided.Now with money tightening up they find themselves it cannot be overlooked that it is likely also to push many low - paid workers out of jobs.With higher wage scales some employers may find it profitable to mechanize processes now done by hand.Others may get along with less help.This possibility needs to be faced with a view to meeting the problems of workers who are displaced.Experience of the Netherlands in handling a similar problem may offer guidance to the United Stales.That country has had a wave of dismissals, attributed to the rapid rise of wages and buyer resistance to higher prices.Employers through their national organization have sought to help those, fired.They have issued a directive Christian Science Monitor to members, outlining steps to be taken when planning to cut staffs.These call for cooperation of employers with trade unions in working out severance procedures.Pensions should be honored, liberal severance pay given, the report insists.An extensive program lo aid workers in finding new jobs is outlined.Both managemeni and labor are reported receiving the reebmmendations favorably, although labor has called for more details.Such procedures will help.Some are already being followed by individual concerns situation is at least unsettling, notably for Defence Minister Paul Hellyer who is making a de-termined bid to succeed Prim c Minister Pearson when the time comes for him to step down as Liberal Leader.If Mr.Hellyer can surmount the triple threat in his department\u2014the critical stage is expected to be reached next spring\u2014his political chances presumably will be enhanced.The three problem?are intertwined.Since Mr.Hellyer took over the defence portfolio in April, 1963.the strength of the armed forces has dropped by some 17,000 to 106,000\u201445,000 air force, 44,000 army and 17,000 navy\u2014of whom 12,000 are serving wilh NATO in Europe and 2.000 are on United Nations service in world trouble spots.The drop of 17.000 repre sents a financial saving of some $85,000,000.But the savings are being eaten up by the necessity of paying servicemen more to keep them from returning to eivy street for better-paying jobs.In the meantime, the eo-t of weapons and equipment keep- going up.Mr.Hellyer has repeatedly talked about the impact of inflation on his department.CAUGHT IN SQUEEZE The manpower and finan cial crises pose stern problem\u2014whether to reduce some armed senior officer said that in some fields integration had net been pushed along as fast as it could have been.CONCERNED OVER HASTE Neither is the military, by and large, opposed to unification.The argument of opponents of unification is that it is being rushed.\u201cWe want evolution, not revolution.\u201d said ,00» senior ofticer.\"We want to grow into unification in, say, five years.We don't \u2022as Mr Hellyer asked, he forced the minister to fire him.Admiral Landymorc, possibly the most popular admiral among lower-deck personnel in Halifax's history even before his firing, has said that he couldn't have lived with him elf if he had kept quiet on what was to him a matter of high principle.He says the identity of the navy must be maintained.The mysterious thing about the Landymorc episode is that Mr.Hellyer did not publicly announce that he planned to unify the forces in 1967 until after he had fired the admiral.In June, he told the Commons defence committee that no final decision had been taken on unification.Senior officers who have been retired early\u2014they number at least seven\u2014have said they were never told about 1967 unification plans.Associates say that Air Ciiijf Marshal Frank Miller, chief of the defence staff up to July, felt he was retiring with a sense of failure because he had been unable to dissuade Mr Hellyer from quick unification.Air Marshal Clare Annis, retired chief of technical services, said he left the RCAF before normal retirement age because of a feeling of frustration that his views were receiving no attention.FAVOR DELAY Gen.Fleury and Air Mar shal Annis have argued that it will be three to five years before the integrated supply and maintenance services can be properly shaken dowm so \u2022that they can support the operational forces.Maj.- Gen.Robert Rothschild, chief of Materiel Command.is reported to have told t h e operational commands that he could not provide them with adequate support-weapons, equipment, spare parts and the like \u2014 in an emergency.This is one big objection to unification now.Another is the upsetting situation in the career field\u2014that is, nobody is sure whether he wilt be unification arrives and that, in fact, career fields in the unified force will be wider than they have ever been in the individual services.He has also said that civilian control of the armed forces and the booming economy \u2014 make it difficult to meet that problem but the World Health Organization gives full marks to the South Vietnamese government for trying.The Canadian government has allocated more than $1,000,000 to medical aid here this year and in the last few weeks 500,000 doses of oral vaccine against polio and the first of 10 pre-packaged emergency hospital units have arrived In addition, work has begun on a Canadian-supported tuberculosis clinic at Quang Ngai, 325 mites north of here, and Canada is assisting the medical faculty at the University of Hue, 125 miles further to the north.Canadian religious groups such as Les Freres de St.Jean de Dieu, who operate a hospital for refugees 18 miles north of Saigon, also join the continuing struggle for better health.CAN'T GET NURSES But these are a drop in the bucket in relation to the needs of a country where, in addition to war-aggravated diseases, there are the usual Southeast Asian ailments such as malaria, dengue fever, typhoid and dysentery.A shortage of trained personnel and lack of money are major drawbacks in the battle against disease.Young people who normally might enter health and welfare services are drafted into the forces as soon as they leave university.Those who are available are grabbed up quickly by foreign companies, rapidly expanding in the war-boom economy, whose salary scale sometimes is more than double what the Viet Nam government can offer.Dr.S.F.Farmaian, regional director for the W.H.O., said a nurse's starting salary after 12 years of school and three of nursing training is 2,600 piastres a month, about S24 in Canadian terms, although of course worth more in spending power.She can reach a maximum of 5.000 piastres after 20 year.-.\u201cI pay my the 19t>6 titleholder IT WAS A CASE of \\outh inst a more experienced golfer and Baker, possessing all the shots required and knowing when to apply the pressure, came through with flying colors.Duke Doucet, Jr.was in the running until the final two holes of the 54-hole tournament but faltered when he was forced to come through with the killing blow.BAKER HIT THE final nine behind but started to cut down the four-stroke margin and swung along in fine fashion until he hit the short 14th and took a bogie on the 15th white Doucet picked up pars AT THIS STAGE it looked as though it would be de cided on the final hole of the tourney, the 54th, and it was.At the 16th they both got pars and at the 17th Baker came up with the big one.a bird, to throw all the pressure back on Doucet\u2019s young shoulders.Duke took a bogie and the showdown was all set for the final hole.GOING TO THE FINAL.TEE Baker knew a bogie would win it for him while Doucet had to pick up a bird to force a tie and a playoff, Baker, in the front foursome, whacked out a good drive but tried to play it a little safe and pushed his shot.He pitched up and went for his par but made sure of his bogie.DOUCET.FOLLOWING BEHIND, knew the outcome after he had hit his drive, a beautiful one right down the middle He played his second shot to the green but rolled about 20 ft.to the downside of the pin.He studied his putl carefully as he needed a bird to tie the match.He stroked it well but it just rolled by the hole and that was it.BAKER WAS NEVER in the lead until the final round.He trailed by as many as four strokes but this didn't bother him.He played a heady game and was always a constant threat in the background.He certainly-proved he is the best amateur golfer in the Townships just at present.HE MADE A CLEAN SWEEP of the top golf classics winning the ET Open and Amateur while copping the club championship last weekend.It seems to be his year but he has always played great golf and I think he has played in
