Russia’s next ruler may emerge from the full-dress meeting of ! the communist party congress in Moscow Oct.5.And Unitd States diplomats will not be surprised if 50-year-old Georgi Malenkov steps up as Josef Stalin’s personal choice as next Russian Prime Minister. In fact, some suspect Stalin s aim in staging the whole affair may be to give a formal, open hint as to who ''the next boss should be.This may be Stalin's way of lessening the possibility of a bloody struggle for power, after he dies.Stalin's heir apparent could be the man who is chosen to be chairman of the new praesidium, to be organized at the meeting to replace the politburo. ?The 12-man Politburo, now the top governing body, has no chair-J man or chief executive. But a 1 praesidium under the Russian setup generally does have one.Anyone picked for this job would automatically be the most important communist in Russia next to Stalin. It is entirely possible that Stalin himself will be designated chairman of the new praesidium. But, if so, why for the first time since 1925 is he not to give the main address to the congress, the report of the central committee?Malenkov is now scheduled to give this report, the most important thing on the agenda.Futhermore, neither Marshal Lavrenty Beria, head of the Soviet secret police and deputy premier Malenkov’s main rival, nor deputy ' premier V.M.Molotov, is scheduled at this time to play a prominent role in the congress party session. This may be a clue that Molotov is being pushed into the background, since he read the new five-year plan at each of the two previous congress meetings, in 1934 and 1939.Molotov is 62 and his age has been considered a factor against him.Malenkov was a key figure in setting up the cominform, the guiding Soviet policy bureau for Russia's eastern Europe satellites.Blacklist Of Employers Stirs T.L.C.Controversy By JOHN LEBLANC Winnipeg, Aug.21—W—A controversy over the question of tagging employers as “unfair to labor” was due to be renewed today at the annual convention of the Trades and Labor Congress of Canada.A vote was expected on the question of whether T.L.C.organizations should be allowed a free hand in putting employers regarded as against labor on the “unfair list.” The Congress spent a considerable part of.its annual convention yesterday arguing the point. The T.L.C.executive itself wants the use of the blacklist weapon restricted, but spokesmen for several unions held there should not be these tie-downs.At present, under an executive ruling of a few months ago, T.L.C.labor cannot blacklist an employer if he has a contract with some employees in a Congress affiliate. The debate produced sharp differences on the worth of this stand. The Congress heard reports yesterday also from spokesmen for its affiliates in the United States and the United Kingdom, the American Federation of Labor and the Trades Union Con-TCSS?Is Toronto’s Ex Will Begin Tomorrow Toronto, Aug.21.—®)—Some 3,-000 workers scurried about the 350-acre grounds of the Canadian National Exhibition today putting the world’s biggest annual fair in order for tomorrow's opening.Officials hope 3,000,000 persons will visit, the two-week show. Some 2,699,000 clicked through the turnstiles in 1951 to see the 72nd edition of the “Ex.” Exhibitors were still scrambling BIRTHDAY PARTY — Halifax climaxed its 203rd birthday party with a gala Venetian night display of fireworks, sky rockets, flares and searchlights lighting the pleasure boats Sailing in the North West Arm.Some 50,000 Haligonians watched the brilliant display. (((!' will be mixed up E.T.GOLF CHAMPIONS TO BE DECIDED THIS WEEK The 1952 Eastern Townships lady golf champion will be named this afternoon at the Sherbrooke Club after completion of the Stî-hole annual event. The men will take over this week-end and their new champ will be crowned Sunday afternoon after the 54-hole competition. The first round will be held Saturday and after the initial 18-holes the boys will be divided into three flights to battle it out Sunday for the honors. We understand that Don Doe, the golfing sensation from Granby, may not be around to defend his laurels over the week-end, as he is scheduled to enter the hospital for a minor operation and may miss the event. If that is so then the competition will be thrown wide open to the rest of the field. This event is open to golfers from the clubs comprising the Eastern Townships but we still think that the crown will go back to Granby, the golfing town of the District that seems to come up with good players year after year.John Dukelow, the long hitter and former E, T.champ, may be around and if so then the rest of the field had better sharpen up.Big John, who plays around Montreal.is still a member of Granby and we are given to understand that he is coming back to Granby to settle down.Another trophy st stake this week-end is the Sherbrooke Record team prize. This is decided on Saturday and (lie four-man team with the lowest gross total cops the silverware.Granby has won the Record for three consecutive years and will be bidding for their fourth straight and from the looks of things they should repeat once again.W’e wonder when somebody will break this string. We think it will go on for a while yet.So don’t forget Saturday and Sunday come up and see the top amateurs of the Townships in action.?•h Just a note to remind golfers that the St.Johnsbury, Vt., Open comes up over Labor Day week-end and that Monday, August 25, is the final day for entries. This is mother annual event which has gone forward in leaps and bounds during the past few years which has met with the approval of the club-swingers.Kermit Grant, the hard working golfer who hails from Lyndonville, Vt., with the able assistance of Mae Henderson, the genial little pro from the St.Johnsbury Country Club, has made a great success of the tournament. We understand the prizes this year will be on a par with the past and this should be sufficient to satisfy the golfers.St.J.has always had some beautiful prizes and this year’s are no exception.Golfers are reminded to send in their entries to get their starting times as it is expected that a large field will take part in the event. The starting times will be carried in the paper next week. You may pick either one of the three days, Saturday, Sunday or Monday, to play on but the committee would like to have Monday left open for the pros and low amateurs. So cut out the entry form in the paper and send it along if you intend to take part and then be on time.4- * ?HORSES STILL COMING FOR RACES Years ago when Fair time rolled around it always was a problem to try and find horses to fill the different classes on the racing program but judging from the entries this year it is going to be a problem to try and find space in which to accommodate them.Quite a change. We attribute this to two things, mainly the jump in purses and the P.R.work being done by Ivan Dugre, Sherbrooke’s well known sportsman and lover of horses.Ivan has been camping on the doorstep of the owners for the past months and at every turn has canvassed them. There is a lot more work in organizing races than appears to the eye.It takes months to prepare the list of the different classes according to the horses that will be around. The stakes arc a set affair as the owners must stake their mounts and pay their entrance fee but the rest of the races are the ones which take time to lay out.The Race Committee, under the able guidance of Colin Campbell, deserves a lot of credit for their untiring efforts in trying to give the local fans some good classes.A new barn was built but even with this it appears as though there will be a shortage of stalls, DRIVERS’ COMPETITION TO TAKE PLACE The boys who sit behind the mounts will have a little event of their own.The driver who finishes the week iu first position will he presented with a §!>0 cheque donated by the Dufferin Park at Toronto while we understand that several other prizes will be given away during the week. The competition will be judged on a win-show-place basis with three points going to the top reinsman in each race, with two for the boy finishing in the show-spot while the place-winner will garnish one point After the final race on Friday afternoon the cheque will be presented to the winner. So race fans don’t forget the Sunday afternoon card with the SI,500 Pacing Derby, the Junior Free-for-all Trot and a classified event making nine races on the card for the day.Improvements have also been made to the pari-mutuel and now the fans will have seven booths to buy their ticket. This will help to speed up things and at the same time give the fans better service.Walcott And Marciano Officially Sign Papers Philadelphia.Aug.21- World heavyweight champion Jersey Joe Walcott and challenger Jersey Joe eiano formally signed contracts yesterday for their the City Hall on Main Street and in 1920, purchased the lot at the corner of Main and Dufferin Streets upon which Dr.C.K.Cowley had built his large residence. The house was moved back on the lot, with the entrance on Dufferin Street, the new Bank of Montreal being built at the front on Main Street, and here business has been carried on ever since.Dr.Cowley’s residence was moved by Mr.Gordon Morrison, to the amazement of everyone, the family living in the house during the whole operation of moving, with no damage done of any kind. The first manager was Mr.C.A.Thompson, who was succeeded in Invades Tennis Second Pacing Derby Six More Winners Hamilton.Aug.21—.•#—eBrnie Custis.the Big Four Football Union's All-Star quarter last season, probably will call the signals for Hamilton Tiger-Cats this year. That's the prospect as the Cats sharpen up for their exhibition game at Buffalo this Sunday against Toronto Argonauts and for the league opener at Montreal next 'Wednesday.Fans in this football-crazy city love Bernie like a rich uncle but they'd prefer to see the Syracuse University import in a fullback slot where his nifty dangling around the ends would be a decided asset to the Cats.Coach Carl Voyles.recognizing the value of Custis in the back-field, brought in Americans Bill MacBrides and Pat Brady to fight for the signal-calling slot but opinion prevails here that neither measures up to Big Four standards. And Custis, who can scott like a scared rabbit, appears to be the slot man unless Voyles can get capable reinformecents. In last week's exhibition game against Winnipeg Blue Bombers of the Western Canada Interprovincial Union.Custis, from a half slot, scored all three Tiger-Cat touchdowns. If Voyles can find a capable quarter he’ll have one of the power-houses of the league.Besides Custis in the backfield, he would have a mixture of experienced ball players and capable, fast-moving youngsters.Back with the club is Hal Waggoner, fleet import from Tulane | University who scored 50 points ; for the Tiger-Cats in his freshman i year in Big Four ranks last season. In addition there are Mel Maw-krigg, high-scoring ace with McMaster University last year; Jackie Stewart, with Tigers for many years; Bill Doherty, speedy American from Villanova who impressed in the Winnpeg game; Doug Gray of Sarnia; Big Blake Taylor: Alex Mitsza.who led Tiger-Cat juniors to a Dominion title in 1951 and Gerry Fitzger-land, with University of Western Ontario in 1950 but out of action last year due to illness. On the ends Voyles has two of the best to start with—Vince Maz-za, a hold-over from the last two years, and Joe Shinn, who shook the dust of Hamilton from his shoes after five games in 1951 in which he starred. In addition he has Tip Logan who led the Big Four in scoring in 1951; Pete Neumann of St.Catharines, Ont.; Floyd Cooper and Ron Murphy interscholastic sensation last year with Hamilton Cathedral High School. The battle for the centre berth is between imports F.d (Buckets) Hirsch and Noel Williams.Williams can run away and hide on Hirsch from an offensive standpoint but Hirsch obtained from Toronto Argonauts this year, has an edge defensively.j Battling for the inside positions are Vince Scott, Earl Valiquetts, Alex Muzyka, Eddie Bevan and Vince Colizza. The middles will be chosen from Dick Fugler, from Tulane University, Don Duro, former Argonaut; Art Darch, from Niagara Falls, Ont.; line coach Ralph Sazio, Louie Defrancesco, Pete Salari, Queen's University, Buster Brown, and Pete Woolley.Yonkers, N.Y., Aug.21—UP)— Good Time goes after his second S25.000 Yonkers Pacing Derby tonight at Yonkers Raceway, with the possibility he might lower his own track record for the
