Unlikely Says Spaak NATO To Hear From Big Four WASHINGTON i/P] —Foreign ministers of the 15-nation North Atlantic Alliance meet here today for the first time in 10 years.President Eisenhower was scheduled to address the puulic opening session of the mce'ing. The first business session will beheld in the afternoon to discuss the Soviet threat to Berlin and learn the general lines which Britain, the United States, France and West Germany have developed for meeting it.Paul-Henri Spaak, sccrelary-general of the defence orgamzi-tion, at a press conference Wednesday night summed up ‘he theme of the sessions in solar as the Berlin problem is concerned —emphasizing the grave dangers which Berlin holds for the \\\\ est."I don't believe we ll have a war,’' Spaak said, “but if we don’t have a war we cannot sutler a diplomatic defeat in Berlin. It might be the first sign of a disintegration of the alliance and of the West.’’ BIG QUESTION How to avoid a military showdown and at the same time prevent the Soviets from scoring a diplomatic victory with their pressures on Berlin has occupied the U.S., British, French and West German foreign ministers here for the last two days, sions of negotiating proposals They concluded their discus-and strategy Wednesday night.Informants reported that they had failed to resolve all their du-i ere nee s oxer how to deal with the Russians at a foreign ministers conference at *Geneva in May but they did reach some agreement. The talks of the Western Big Four cleared the way for debate on the Berlin issue in the larger NATO group of 15 foreign ministers. The meeting is to commemorate the creation of the alliance 10 years ago.Defence Minister Pearkes, heading a 13-man Canadian delegation, arrived Wednesday.Pearkes said he is looking forward to a “very interesting meeting.” Military pomp and ceremony, symbolizing the strength NATO has generated during 'he troubled decade, were arranged to dramatize today’s gathering in the same great hall in which the NATO treaty was signed April 4, 1949 GUARDS AND BAM) Honor guards and a military band were ordered to be on hand an hour in advance of the meeting. The schedule called for each foreign minister, arriving by a precise time schedule, to be greeted by ruffles and flourishes as ho entered the auditorium.Following the morning session the foreign ministers were to lunch with Eu rnhowor at the White House.Officials of NATO said that t^e meeting, which will run through Saturday, would be dominated by discussion of the Berlin situation and the forthcoming foreign ministers meeting with Russia—a meeting expected to clear the way for a summer summit conference. The only other business before the NATO ministers was a review erf the achievements of NATO during the last year. They were expected to reaffirm in « closing communique their unity and support of 'he basic decision made late last year by the United States, Britain and France that those countries will not permit Soviet threats or pressure to force them to withdraw their troops firm West Berlin.A Soviet campaign with that stated objective was launched by Premier Nik’.'.a Khrushchev last November.EASY DOES IT — Mrs.Ed Welsh sits calmly in a chair as she is carried from a fire that swept through a row of in old rooming houses in Toronto this week. She Communist plot to upset Mexico’s social order by a chain of strikes in key industries.More than 300 confessions from rail strikers are reported to have revealed this goal. The Mexican government has linked two Soviet Embassy officials with the plot and ordered them to get out of the country Friday.A reliable Mexican source said the Soviet Embassy gave 1,000,000 pesos—about $80,000 — lo strike agitators, but secret police trailing a leftist union leader seized the cash.Traffic Pupil Was Too Keen ST.JOSEPH.Mo.(AP) — Juvenile officer Francis Holley said a Icon • ager sentenced to attend traffic school after being convicted of speeding arrived late for class. He explained: "l got another ticket for speeding on my way here.” Officials said confessions show that the rail strike was to have been only the beginning.SOUGHT CONTROL Petroleum workers, striking in sympathy, were to shut down refineries and dry up sources of gasoline for the capital.Other leftist unions in key industries were to join in the walkout. The goal was to get Communist labor leaders a stro.ig voice—and perhaps control—in official circles. Some of the rail workers were reported to have told investigators that they were threatened with reprisals—and even physical harm to themselves and their families—if they held oui.It appeared that the strike might have further diplomatic ramifications. The Mexican government, one reliable source said, may ask the Soviets to reduce the size of their embassy staff, now about 100.The Mexican Embassy in Moscow has only a staff of six.Soviet - Mexican relations are regarded as diplomatically correct but not close. The Mexican note expelling two Soviet diplomats was mild and there seemed little likelihood of a break in relations.Hillary Barred From Tibet AUCKLAND, N.Z.(Reutcrs)-Sir Edmund Hillary, New Zealander who conquered Mount Ev crest with Sherpa guide Tenzing Norkay in 1053, has been refused permission to enter Tibet to 'ey to scale the uncliinbed northern face of the mountain.A letter from the Communist All-China Athletic Federation received by Hillary here said permission was refused because of said the announcement Wednesday night shou Id ha ve been a routine notice lo three reserve units being called for training manoeuvres.Rut the army said the government radio had broadcast it in a way likely to create panic in the country and misunderstand-in g abroad.Jordan's higher defence council held a late-night emergency meeting and announced it was taking “all necessary measures to protect the Jordan border and security.” Shortly after the Israeli broadcast, which gave the impression of a large - scale mobilization order, Finance Minister Levi Eshkol interrupted a budget de bate in parliament lo express the government’s regret over the misunderstanding.Premier David Ben • Gurion, who also is Israel's defence min istcr, met this morning with heads of the armed services.Afterward a spokesman said the "incorrect version of the army chief of staff's order as broadcast corresponds in no way to the decision or original intention of general headquarters." Bcn-Gurion named a special Committee to find out who was responsible for the broadcast. The suddenness of the military manoeuvring came as a shock, for the Arab-lsraeli frontiers— though always tense—have been unusually quiet in rceent weeks. There was an air of mystery about the Israeli callup for a time. The orders to the reservists were broadcast Wednesday night in code during a regular station break on the Israeli radio. The orders were something less than urgent, however, since the re serves were told to report at 5 p.m.today, 20 hours after the ! broadcast.Damascus radio interrupted a Moslem religious program mark ing the holy month of Ramadan I to call Syrian reservists and j regular army men back to duty.Israeli sources said reserves j may be called for spring and anticommunist Khamba tribesmen about 25 miles south of Lhasa, usually reliable sources said to day.The fighting began at noon New Rules For Boat Operators OTTAWA (OP)—Pleasure boat owners will be advised in the next few weeks of new safety regulations affecting lliem this summer.Small vessel regulations under the Canada Shipping Ad, consolidated into one volume for the first time last year, have been changed slightly for the fortheom ing boating season to increase safety features. The changes will be covered in a new edition of ! the transport department's free booklet, Safety Afloat, expected lo be released soon. One of the changes that likely will have wide application requires operators of craft under 18 feet in length to carry a fire extinguisher if the fuel tank is iixed to or built into the boat or if built - in heating and cooking stoves that burn gas or liquid are carried.Previously an extinguisher was required in this size boat only if it carried an inboard motor. Now' outboards with built • in tanks are being covered.CHANGE SKI RULES Additions are being made to the safety regulations on water skiing.Boats towing skiers, water sleds or surf boards will require two occupants—one to steer amt the other to watch the skier.Still in effect are requirements that such boats not endanger navigation, life or limb and lhat this sport stop an hour before sunset and not begin until an hour after dawn.Maximum penalty for breaking these regulalions remains al a $500 fine or six months in jail if tihe fine isn’t paid. The court also may bar the convicted lishment of black republics within the French community. For the first time the poulaUon of the Belgian Congo has been gnen some political rights with a promise of ultimate indepen dcnce.« * * Ghana gained its independence March 6, 1957, after only a com paratively short transitional period on internal rcxpons'ble j government. The same pattern is being followed in neighboring Sierra Leone and Nigeria on the West Coast, Uganda, Zanzibar and Tanganyika on the East Coast.Sierra Leone, rich in diamonds and with long standing ties with Britain, is almost completely self-governing internally. Some African politicians predict it will be independent w-ithm three to five years.Nigeria is due to be independent next year but national unity is lacking. With a population of 35,000.000 Nigeria has more people than Ghana.South Africa, Belgian Congo and Sierra Leone combined, and if united, is bound to have an extremely influential; position in the new Africa. The chief problem is whether its federal system of government will work out.The east and west regions are already self-govern ing internally, the inhabitants are industrious, have a higher standard of education and generally : control the economic life of the entire country, The north, which has more than half the country's 1 population, is still largely under ; the.influence of Muslim emirs, is politically less advanced, and the poorest part of Nigeria.* * * On the east coast, Zanzibar is a sultanate under British protection.Britain has pledged to lead Zanzibar toward self-government and the island was the first territory in East Africa to hold common roll elections to the legislative council.Another British protectorate, Uganda, is also assured of eventual self - government.Already there are a majority of African representatives in the legislative council and Africans are being trained in the civil service but the timing of independence may depend on the settlement of in ternal difference^ among the Africans themselves.Tanganyika, a United Nations trust territory, held its first elections to the legislative council last year and although Britain has said Africans ultimately will have the largest share in govern- ment, no timetable has been set for self-government.Tanganyika probably has the best organized African political movement outside Ghana in the Tanganyika Africa-n National Union, under the leadership of Julius K.Nyere.In Kenya where conditions are returning to normal following the Mau Mau uprising, Africans today have a much larger role in government. The minister of housing, Musa Amalemba, is an African and there are as many Africans as Europeans in the legislà live council. However, there is little immediate prospect of Africans taking over from Europeans altogether.• « • In some respects a like situation exists in the Federation of Rhodesia and Nyasaland. The federal government is committed to a policy of "partnership” between European and African and partly on this platform won an election victory last year. There are African MPs in the federal OTTAtyA — One of the i least sought after and most infrequently bestowed honors in the gift of a prime minister is a state funeral. The lack of enthusiasm for such reward compared, say, with a senatorship is at least understandable.People prefer their honors, recognition, reward or what have you when they can enjoy them, not later.Yet a state funeral is a genuine honor, and carries with it a not inconsiderable financial benefit for the honored individual’s family. The government pays all the ex- j penses - - casket, undertaker, j minister and transportation, j This can run up to $10.000 as in the case of Mackenzie King's elaborate funeral, and the $9,- i 700 paid for the funeral of the ; great French-Canadian Liberal ! leader and justice minister, j Ernest Lapointe.Technically, I suppose, the ; tax collectors could come on ! the estate of a deceased cabi- j net minister for tax due on j the amount the government as his employer chose to spend on his funeral.I do not know that the collectors have ever been so assiduous.* + # While cabinet minister* who * Parliament, but there is no real unity among the African popula tion.Britain still controls racial policy within Northern Rhodesia and Nyasaland, but Southern Rhodesia - a self - governing colony under white rule since 1923—directs its own radical affairs. Many Africans in Northern i Rhodesia and Nyasaland — the latter now in a state of emergency as a result of recent riots —would like to secede from the federation and become indepen-1 dent African states.Meanwhile the federal constitution and the possible granting of independent | status within the Common-1 wealth are to be reviewed next ! year.Three other British territories occupy a unique position in south- ! ern Africa — Bcchuanaland and Swaziland protectorates and P is-utoland colony. The Soul' African government has frequently stated it would like to incorporate these territories within the | Union.Basutoland, wholly sur-1 rounded by the Union, however, : has already started on the tradi- ! tional road toward self-govern- i ment.die in office are entitled by cuitom to state funerals, it is a decision for the family as to w hether the honor shall be accepted. The wishes of the family are paramount. For example, the offer may be accepted with a condition that the ultimate informality be omitted: the lying in state in the marble-colonnaded Hall of Fame in the Parliament Building where have rested, in my time, the biers of Mackenzie King and former Labor Minister Humphrey Mitchell.Privy councillors other than cabinet ministers also have had state funerals - - at least two former ministers having been so honored in full knowledge of their financial difficulties.Presumably that wra« the reason.Governors-general too rank state funerals - - as Lord Tweedsmuir. No doubt the honor will be extended to former governors-general resident in Canada when the occasion arises.• Despite general appreciation of w-hat is flippantly called the high cost of dying, up to $10,000 for a state funeral may seem a trifle exorbitant. But for a customer with wallet as well stuffed as the government's, the undertaker trot* out his best solid walnut and bronze, not his economy birch veneer and aluminum. And often a special train is required, or, as in a recent funeral, two special aircraft.Ordinary members of Parliament do not rate state funerals.Their recognition is in eulogies at the next sitting of the House of which they are members, and the flying of the flag on the Peace Tower at half staff from the day of death through the day of the funeral. There being 367 members of the Commons and the Senate, it has happened that the flag has been at half staff for as long as a fortnight at a time. For one senator who died in Florida it flew a full week, while he was being brought home lor burial. This situation has giver rise to criticism that we might be more appreciative of our parliamentarians during their lifetimes, and limit the flagdropping to the day of burial, as is the custom in Britain.prt*id*i'' order to give better service to its clientele and the general public.c.w.DUNN INSURANCE INC.will occupy a more spacious locale in the CENTRAL BUILDING 31 KING STREET WEST - Suite 425 FROM APRIL 1st, 1959 vuwj 1 DVJ^ lOV'*'* « a CA »' C.O., ® *¦’ A J.E.GAUTHIER c.i §.Secretary Treaiurer ¦ 'a : ¦ .•“"'«ftv.ASSURANCE CJiAu^ INSURANCE •rr*: 5 n Proxy Director At Philip Carey CINCINNATI (AP) - John W Humphrey-, president of the Philip Carey Mfg.Co., announced Wednesday that only one man from the •'independent proxy committee" has been elected to the board of directors.Three of them, who disagreed with the management’s refusal to increase production at its large asbestos mine near East Broughton, Que , sought places on the board.James J.Harris was the independent proxy committee member board. He succeeds C.C.Merrifield of New York. The defeated contestants are Lendall P.Warriner and Robert D Hoffman. • Humphrey issued a statement saying: "The management of Carey stated that K per cent of the votes cast at the annual shareholders' meeting overwhelmingly supported the present management.'' Doctor Edwin P.Jordan, M.D TRACHOMA IS ONE MORE dread disease on the WAY OUT Written for NEA Service It is easy to forget how much progress has been made in the conquest of disease, since we still have many unsolved problems and w'hat appear to be new ones are constantly arising. * However, once in a while 1 should like to devote a discussion to a disorder which is on its way out.One such is what was once a tragic cause of suffering and blindness, known as trachoma. This eye disease formerly caused a great deal of trouble among American Indians and was common among the residents of the mountains of Tennessee and Kentucky and the farmers of Nebraska, Iowa and South Dakota. At last reports it is still the chief cause of blindness in some parts of the Middle East. The first signs of trachoma are similar to those of any other acute inflammation of the outer part erf the eye.The eye appears inflamed and thickened.Little blis-terlike bodies appear around the edges within a few days.In three or four weeks the thickening and other signs become typical of trachoma and are easy to distinguish from other inflammations of the eye.The cause of this condition is a virus, which unlike ordinary germs, is too small to see under the microscope.Among the other symptoms, pam and sensitiveness to light may be severe. In the late stages of this dangerous disease the eyelid tends to drop down and the lids may become deformed. The disease causes scarring of some of the tender tissues of the eye. This is what causes the blindness.A correct and early diagnosis is of vital importance. Many I treatments which are useful in other eye diseases, however, are not satisfactory for trachoma. Some years ago the treatment consisted in painful and lengthy scraping off of the diseased tissues.Even today, however, if the condition has lasted for a long time, surgery may be necessary. But the improved outlook for the sufferer from trachoma comes from the use of the sulfa drugs or antibiotics, This is one of the few virus diseases which respond to such preparations.Several of them, w'hether used locally, by injection, or by mouth, are highly effective in the early stages of the disease, j By the use of these preparations, and by recognizing trachoma as an infectious disease spread from person to person, it is becoming a constantly less important cause of blindness and should soon be eliminated entirely.SHERBROOKE DAILY RECORD, TIIVRSD\\Y, APRIL 2.1RS!» T DIXVILLE — Mr.and Mrs.\\V.Miller, of Montreal, visited the lat t e r’s father, Mr.Walker Carlisle, at the Dixville Home.Mr.and Mrs.James Robinson, ' Ayer’s Cliff, spent several days j with Mrs.W.F.Wiggett, called here by the sudden death of ’ Mrs.Wiggett’s sister.Mrs.A W.Cushing.Among others who attended the funeral from out of | town were, Mr.and Mrs.George Ladd, North Stratford.N.H.: Mrs.James Hinton, Island Pond, Vt.; Mr.and Mrs.Maurice Robinson, St.Johns; Mrs.Archie Grady, Rock Island; Mr.Frank j Humphrey, Massawippi; and Mrs.; Helen Clouston, Mrs.Wm.Robinson, Mrs.L.Thompson and Mrs.Rose Thompson, Ayer's I Cliff.Mr.Murray Woodman is a patient in the Sherbrooke Hospital.Mr.and Mrs.Wilfrid Lepitre and family were guests of Mrs.Lepitre’s parents, Mr.and Mrs.George Gill, in Cookshire.Mr.Merton Wiggett, Montreal, is spending a week with h i s mother, Mrs.W.Wiggett.GRAND OPENING OF A NEW GOODS and SERVICES Use this handy guide to progressive Eastern Townships business concerns! 118 WELLINGTON ST.SOUTH Telephone LO.9-5995 FRI.a SAT.April 3,d a 4* z ?— OC A/> o CO O z z É ¦¦ -a Engagements Mrs.Reta.Stowe, of Sawyer-ville.Que., announces the engagement of her only daughter, Phyllis Christina, to Mr.Eldene John Sternie Lowry, youngest son of Mr.and Mrs.Ernest Lowry, of Sawyerville.Mr, and Mrs.Roland Boisvert, Academy St., Lennoxville, announce the engagement of their daughter, Marie Colette, to S/C John Robert Walsh, of the Royal Military College, Kingston, Ont., son of Mr.and Mrs.George Alexander Walsh, of Melfort, Sask.PRINCESS REBEKAH LODGE NO 4 'Princess Rebekah Lodge No 4.j held its regular meeting in the l.O.O.F.Hall with Sister Beulah j Thomas in the chair.Routine business was discussed ; during which, Sister Donna !
