Bureau of Investigation and Number One law enforcement officer in the United States, has been battling infiltration and subversion in that country carried out by the Communist world.Testifying before a subcommittee of the House Appropriations committee recently, Mr.Hoover issued a warning that national security not only remains a constant problem but that subversive and espionage activities arc increasing with each new contact between the governments of Washington and Moscow.He declared that the complex business of trying to ferret out spies in a nation of 190,000,000 persons is rendered increasingly difficult by the opening of new avenues of entry and the widening of existing channels.While admitting that cultural and student exchanges may tend to improve relations between the two countries, the FBI chief also points out that they hold many dangers.\u201cWe have found,\u201d he said, \u201cin practically every cultural exchange group or student group that has come to this country.there is always a member of the.KGB, the intelligence service of the Russian government.They are called stu- dents but they are 36, 37 or 38 years old.\u201d Dealing with Soviet intelligence fails to comprehend the argument of President Johnson and his associates that cultural exchanges and the like will do more good by breaking down sonic of the barriers between the East and the West
