what we would term the legitimate aspirations of Hrench-speaking minorities in the western provinces.In the face of this kind of reaction, important as much for its political implications as for its the honour of being the first building erected by the Cowansville School Commissioners to serve as a school.Let us see how this building was conceived, constructed, and enlarged over the years.The story begins in 1905, when we find the school commissioners drafting a motion to be sent to the superintendent of education at Quebec requesting permission to borrow money \u201cto buy a suitable site and to build a suitable building for School purposes thereon .\u201cbecause\u2019\u2019 .the present building which is being used for our Academy is the property of the municipal council of the Village of Cowansville, and .said school building is not properly lighted or ventilated and is not sufficiently large to accommodate tiie number of pupils who desire to attend our school.\u201d In 1907 the board arranged for options to buy several properties, but it was not until 1917, apparently, that further action was taken.In May of that year, a meeting of the ratepayers was held \u201cfor the purpose of considering the question of a new Academy building for the town.\u201d This meeting moved to support the school board in its resolution to proceed with the work of construction.An account of the meeting tells us that: \u201cDr.Rodger, chairman of the board, Mr.YV.F.Vilas, M L.A, and mayor of Cowansville, Mr.John Parker, inspector of superior schools, Mr.Geo.Johnston, member of the school board, and Mr.YV.P.Percival, B.A., principal of the Academy, were the chief speakers.\u201cIn his opening remarks, Dr.Rodger stated that the education of the children was of paramount importance to the slate .He read the present report of the inspector of superior schools condemning the present building and urging that action be taken to procure suitable accommodation.\u201d From the same account we learn that Mr.Parker pointed out the need for a playground and for adequate fire protection.Mr.Percival stressed the inconveniences of the town hall: lack of heat, and suitable
