ernment had taken a thorough tongue lashing over its anti inflation efforts The increases give single pensioners a basic $105 30 a month instead of $100 The guaranteed income supplement, received by about one million of 1 K million pensioners, brings the total monthly cheque for a single person to $179 16 up from $170 14 Senate approval of the higher rates, part of Prime Minister Trudeau’s new shortage of gasoline However, one of the biggest shortages is in a commodity most people don't think of as being in short supply—money That explains why the prime interest rates of the big American banks are up to a staggering 934 per cent and why the man who tries to buy a house finds that mortgage money has simply vanished Banks aren t prepared to lend mortgage money at the rate of about 84 per cent to which most of them are tied by law INVESTMENT DECLINES Traditionally, much of the mortgage money is put up by local savings and loan associations which generally attract personal savings because of policies set by present and previous governments.Ottawa cannot control the cost of the 800.000 barrels daily of imports Venezuela the Arab countries and Nigeria mam suppliers—are progressively increasing taxes and royalties In addition world monetary and demand factors have been raising tanker transport costs IMPORTS TO COST MORE The cost of imports will definitely rise again before next Jan 30 Ottawa will either have to subsidize Eastern consumers at the expense of all Canadians or activate a clause in Prime Minister Trudeau s announcement that this price restraint would apply except where, to the satisfaction of the minister of energy, the increase in cost of imported crude oil warrants a Canadian price increase — The government intends to seek a control mechanism whereby higher prices in the United States market would not automatically increase prices at home in Canada An export tax or national oil marketing board arc two possible control mechanisms Discussion will be held as soon as possible with provinces and industry prior to introduction of legislation That plan is so full of holes no legislation could be passed without riding roughshod over the legitimate interests of Canada's Western oil provinces and the host of investors who have put billions of dollars into finding and providing oil Such a policy, if adopted would swing new investment away from Canada s remaining huge oil potential, guarantee domestic shortages in years ahead and greater dependence on unstable and ever more costlv foreign oil sources The Alberta.Saskatchewan and British Columbia govern ments are principal owners of Western mineral rights and provincial fortunes rise or fall with the success or failure of oil and gas exploration and value of production A federal export tax would cut field values below competitive worth transfer huge sums to the federal treasury at the expense of lost royalty and development income to the provinces and of those who have taken capital risks The short-term beneficiary would be Ontario, which uses Canadian oil The loser would be the West OBJECTIONS PROBABLE A national oil marketing board would presumably use something other than an export tax.but any of its moves to restrict field values below com petitive worth would rob the West to the benefit of the East There would be Western objections.especially since the Trudeau government is leaving wide open, subject to cost in creases based on world com petitive conditions and payroll, all raw and manufactured prod ucts of Canada other than oil Oil-price Western Canadian oil and gas Any Ottawa denial of upward price adjustments to com petitive levels, if it leads to fears of a permanent “two-price structure, would kill off planned massive investments in oil sands and frontiers.If it loses the present lead time Canada is certain to face in creasing shortages even before the end of this decade and will be at the mercy of Arab pro ducers in the 1980s INVESTMENT NEEDED While Canada s energy potential is huge proved reserves now being drawn from Western Canada will peak out in less than five years Only expanded investment, in amounts staggering the imagination, can ensure plenty for the future Such investment requires profit to sustain it and oil price control would provide just the opposite — The government will also hold early consultations with provinces and industry on ex tension of pipeline facilities so as to enable Canadian oil to be shipped into Montreal Mr Trudeau added that at a time of rapidly increasing international prices, this would put Canadian oil into competition with international oil and would give additional security against international disruption of supply Ottawa is far too late with this proposal and the hours with a head doctor and they are still crazy I get angrier still when they tell me petty gossip about some nutty shrink and proceed to downgrade the entire profession I can truthfully say if it weren t for psychiatric help I would have killed myself with a gun or a gin bottle Please keep urging your readers to get professional help, even though some people think you are copping out Actually, about.I understand there isn’t too much known about it.I would like information about the cause, the symptoms and the effects it has on an individual Dear Reader— Parkinson’s disease involves changes in brain cells, particularly those that control movements.In Parkinson’s disease the contracted muscles cause stiffness.The muscles that are contracted are those that cause the body to bend over, causing the bent or stooped posture characteristic of Parkinson's disease.The body movements are actually slowed because it's more difficult to move the joints when some of the muscles are stiffened.The disease may involve many different muscle groups Characteristically, the arms may become stiff, even the muscles that move the tongue and lips are affected, which in turn can involve the speech.The muscles of the face may become stiff causing the mask-like expressionless stare of the person with Parkinson s disease.The most common first symptom of Parkinson s disease is the tremor of the hand It may involve one or both hands There are many different kinds of tremors, including those caused by overactive thyroids, so the presence of the tremor alone is not proof of Parkinson s disease The movement of the thumb against the fingers in Parkinson's disease has been described as a pill rolling tremor.characteristic of the disease Very often a person with this problem may be doing something and simply freeze in one position The cause for the changes in the brain cells in most cases is not known In a few cases.the cause is identifiable as previous encephalitis inflammation of the brain», poisoning (either through "rugs or toxinsi, and.rarely.brain tumors or other problems.Many individuals with encephalitis during an epidemic in 1918 to 1926 developed Parkinson’s disease later Some manifested their first symptom as long as 10 years after the episode of encephalitis It’s rare for the symptoms to progress sufficiently rapid to disable an individual within five years after the first symptom is first noted It usually takes 10 to 20 years before the individual becomes incapacitated Perhaps the most widely popularized treatment is the use of L-Dopa Apparently it replaces some needed chemical substance within the affected brain cells so that normal function is resumed, which in turn means the spasticity or rigidity of the over-contracted muscles disappears As they relax, the person may return to near normal function Not everyone has benefited from this medicine and some people have complications from it.Nevertheless.it is an important addition to treatment of these problems.Other medicines have been used and the whole gamut of physical therapy, including heat and exercises to maintain the full range of function for as long as possible Brain surgery has been helpful in some cases, although it's not indicated for everybody either and it’s not universally successful By destroying the cells that stimulate the muscles to overcontraction.these muscles can be relaxed, eliminating the stiffness and the rigid contractions of these muscles and thereby providing more normal movement It is a promising area for continued investigation and probable use in for a very pleasant summer.Students Mieese Miriam and Jocelyn Cloutier.Jean Yves Grégoire and Lyn Sweeney were in charge of the Richmond Foyer while others were assigned to five other Foyers in the district Their cars were at the disposal of the residents Mondays and Tuesdays Fifteen residents took advantage of the generosity and enjoyed an evening of dancing at the Sacred Heart School gymnasium
