must furnish broadly-defined essential services” or face stiff fines under emergency legislation passed early today by the Quebec national assembly The legislature worked until after 3 a m to pass the emergency legislation aimed at getting the lights and heat back on throughout the province, hit by a hydroelectric strike nine days ago The legislation orders workers to return to those jobs deemed necessary for maintaining essential services and provides fines of between $50 and $250 a day for individuals not complying with its provisions Hydro-Quebec and the unions, or their officers, face fines of between $5.000 and $50 000 for refusing to provide essential services or for counselling workers not to comply with the legislation The legislation gives only a broad definition of what constitutes essential services or what employees will be required to return to their jobs.CAN BE APPEALED The assembly adopted an amendment, moved by Robert Burns, house leader for Parti Québécois, which permits either a union or Hydro-Quebec to ap peal any order under the legislation to the labor relations board The assembly adjourned until Thursday after a sitting that began at 3 p m Tuesday and continued with only a two-hour dinner break While the assembly was meeting, negotiations between Hydro-Oiiebec and the Canadian Union of Pubic Employees « i PE1 which repi eacnts the IM0 striking workers, were broken off The strike Tuesday resulted in 319 unrepaired power breaks affecting about 29.(KM) people Power failures also led to layoffs in industry and in one case.4.000 employees were laid off in the Montreal suburb of Anjou In the assemoiy, the Opposition criticized Premier Robert Hourassa’s Liberal government for being slow in acting to bring disruption of power supplies under control Opposition parties had asked for an emergency debate last week They also were critical of the sweeping provisions of the bill, which they suggested was nearly the equivalent of an outright back to-work order Labor Minister Jean Tournoyer maintained that it was aimed solely at ensuring that essential services are maintained during the strike Mr Cournoyer has called for representatives of Hydro-Quebec and CUPE to appear before the legislature's labor committee on Friday The bill defines essential services as everything needed to ensure full operation” of all electrical and gas
