commission was told Wednesday.Constable Richard Daigle, who helped steal the QUISPAMSIS, NB (CP) — Clashing statements by federal cabinet ministers on capital punishment and Senate reform are further evidence that the federal government is falling apart before our eyes.Progressive Conservative leader Joe dynamite, told the McDonald commission into RCMP wrongdoing that the informer’s credibility would be enhanced among his fellow terrorists if he was able to show them a case of dynamite Daigle said his orders from S.Sgt Donald Clark said Wednesday He told a packed party meeting the government is switching positions on major issues in an attempt to cling to power in Ottawa “By their somersaulting there is clearly no ability to give moral leadership,” McCleery, then head of the now-disbanded G4 dirty tricks squad, were that the dynamite should not be tra ceable and should not be obtained through the normal (legal) channels However, he rejected a suggestion by commission counsel Ross Goodwin that Clark said He was referring to justice minister Otto Lang’s allegedly conflicting statements on Senate reform in the last two weeks and on differences between Lang and Prime Minister Trudeau on a proposed referendum on the dynamite was to be planted in a terrorist’s car or home to frame him on a charge of possessing ex plosives Goodwin said he will later introduce evidence to show this could have been the case Daigle said he and his capital punishment Clark spoke to a nominating meeting for Conservative Bob Corbett in Fundv Royal riding moments after brushing past strikers protesting Conservative advertising on a local television station .Several technicians and announcers at local television station CHSJ have been on strike for four weeks They say the Conservative advertising on the station, owned by a K C Irving company, is helping to break the strike When a striker objected to the Conservative advertising as Clark passed, the Con servative leader remarked “You seem to be doing a lot of it (advertising) ” RENEWED ATTACK Clark renewed his attack on Lang's proposal to hold a national referendum on the controversial death penalty issue immediate superior.Cpl.Bernard Dubuc, spent two weeks in late May, 1972, driving around mines and construction sites in the Montreal area “to see if any sticks of dynamite would be left lying around carelessly.” He said he was not worried about the legality of the assignment because McCleery and Dubuc had told him to do it and there was some urgency about it McCleery was later dismissed from the force and will be testifying before the commission in about two weeks Acting on a tip from another RCMP officer.Dubuc and Daigle finally found an isolated shed marked “Explosives.Dan ger” at a Richelieu Construction site somewhere in the Eastern Townships Daigle was not certain of the location Around midnight on a May night.Daigle said he and Dubuc and a third security service Mountie drove to the site While the third man waited with the car.Daigle and Debuc walked to the shed Dubuc broke the padlock on the door with a crowbar or tire iron and inside the men found a heavy cardboard box of dynamite and carried it to their car Election in 1980 crazy possibility CALGARY CP — Prime Minister Trudeau could legally delay an election until July.1980.but that would only happen “if the government took leave of its senses.” says Senator Eugene Forsey An election at that time would be held a year later than most Canadians expect The last federal election was held July 8.1974 Elections traditionally are held every four years and many erroneously believe that law requires the government to renew its mandate within five years of winning office “Nothing says they have to call an election then,” said John F’orrester.an assistant to chief electoral officer Jean-Marc Hamel in a telephone interview from Ottawa The timing of federal elections is regulated only by two sections of and private sectors was drawn Wednesday in testimony at the Quebec gov ernment inquiry into costs of the 1976 Montreal Olympics Witnesses testified the Games organizing com mittee was not equipped to judge engineering and ar chitectural matters, and was dominated by Montreal Mayor Jean Drapeau In addition, an engineering consulting company hired to draw up plans for the Olympic stadium had to drop the contract after it became apparent that it understood nothing about the job two years before the Games were to open The federal government, observing a hands-off policy toward financing and * staging of the fiâmes, ap parently suspected something was wrong and Prime Minister Trudeau wrote a letter to Drapeau in 1972 asking for information Andre Saumier.a civil ser vant representing the federal government on the city’s Olympic organizing committee, said he estimated in 1972 that the Games would cost about $500 million, at a time when Mon treal was estimating a total cost of $124 million LOST $1 BILLION The Quebec government says the Games eventally cost $1 27 billion and left a deficit of about $1 billion Apparently basing his figures on Saumier’s estimate, Trudeau wrote to Drapeau in a letter tabled at the inquiry Wednesday saying that “our analysis seems to indicate that the cost of the 1976 Olympic Games would be about $500 million and not $124 million as you have calculated ” “This analysis worries us all.especially because we do not have at this moment any information on the financing of the operation ” TAILLIBERT GIVEN $36,000 SUITE MONTIŒAL (CP) — F'rench architect Roger Taillibert was provided with a $36,000 a year permanent suite at Montreal's Queen F:iizabeth hotel, an inquiry into the cost of the 1976 Olympic Games was told Wednesday Claude Phaneuf.a former City of Montreal engineer who directed Games construction, said Taillibert came to Montreal often to work on plans for Games facilities he designed The suite was rented on a permanent basis because it was not always easy to obtain a reservation at the downtown hotel which Taillibert preferred.Phaneuf said He added that to the best of his memory the rental arrangement ran for 18 months starting sometime in 1974 Asked by commission counsel Jacques Dagenais why the city did not save money by renting an apartment for Taillibert.Phaneuf said he did not know “Taillibert had moved into the Queen Elizabeth hotel and I wasn’t the one who had the authority to move him out” he said 4 2 — THE SHERBROOKE REC ORD — Till RS.SEPT.II.I97K business and finance MEMO Agricultural quotations radial tire, a department official said Tuesday But the department is not planning to recall the tires, the spokesman said, because tests on 736 Firestone 5(H) tires since 1974 have not shown any inherent defect “We’ve had about half as many complaints this month as we had in the last four years,’’ said Harold Scharbach of the transport department’s road and motor vehicle traffic safety branch “But there has been no conclusive evidence in the tests we’ve done that there is a defect ” The Detroit News said last week the U.S.federal auto safety agency has decided to recall up to 13 million of the tires in three weeks if Firestone Tire and Rubber Co., does not Scharbach said he has been in touch with the national highway traffic safety administration in Washington and that no such decision has been made But if the recall occurred.Landmark Pinto verdict pending ELKHART, Ind.(AP) 'The deaths of three young women in the fiery crash of a Ford Pinto are being in vestigated by a grand jury government would follow suit by ensuring that affected owners were informed He said Firestone would most likely replace any tires recalled with a set of new-line tires Though he did not know how many tires are in service in Canada, Scharbach said Firestone manufactured about 1.5 million of the 5(H) line in Canada between 1973 and early 1977, when production was stopped Marvin Keary, manager of public complaints, said out of 249 complaints received during the last four years, more than 60 arrived in August.“Tread separation seems to be the most popular complaint” he said.“Some are saying the tires go flat, that they get vibration, but all of those are symptomatic of tread separation.” Keary said a recall would not be the first ^ne for the steelbelted radial in Canada In February, 1977.about 95, 000 Firestone 500s were recalled when they failed a high-speed safety test, he ,£aid.potential for job creation lies, Landry said, adding that 85 per cent of new jobs in Quebec are in $5.000 and $50.000 to create a job in small-and medium-size businesses, he said The government is paying tax rebates to small firms, providing them with investment assistance and helping them through choppy economic seas with $1.5 billion in job creation and support funds Despite a generally gloomy economic situation in the province, he noted that the pulp and paper industry, Quebec’s leading exporter, is producing at an all-time high rate The aluminum industry is also doing well, as is agriculture and indications are that Quebec’s tourist industry is having a record year Quebec outpaced
