COWANSVILLE - Vilas ndustries.once Canada’s largest manufacturer of solid rock maple furniture, told 132 employees they would be laid-off this Friday for a period of six to eight weeks Company president Leigh Townsend said the overall economic situation in Canada is far from bright “Probably the most salient factor causing the lay-off was the market share we lost during the strike,” Mr Townsend said Vilas employees, members of the CSN, took a strike vote the day after their return to work following the 1975 vacation period Vilas remained closed until late March 1976 "While we were on strike a number of other firms came into existence manufacturing colonial style furniture The strike, in turn, caused us to lose dealers and once a dealer has replaced your goods it is often very hard to regain the floor space “Another factor which does not bode well for us is we have to return to the bargaining table as the contract signed last March expires March 31, 1978,” Mr Townsend said “We are again anticipating the union will attempt to abolish the production bonus clause The firm is adamant in its retention as the only method of ensuring a high level of productivity.” Prior to the 1975 strike Vilas employed 330 persons and earlier lay-offs this year combined with the upcoming one will reduce production personnel to 70 The lay-offs were done by seniority; nonetheless some 15 Liberal prime minister who once spoke almost 15 hours and former Liberal leader Mackenzie King, who seldom sat down before speaking at least two or three hours, has one MP held the floor as long as Mr Rodriguez.By 5 p.m.EST Monday, Mr.Rodriguez had spoken for a total of four hours and 25 minutes and could speak for two more in the evening session if he went through with his threats to do so.Mr Rodriguez began his marathon attack on the bill when he spoke last week for two hours and 35 minutes, taking advantage of a seldom-used Commons rule that gave him unlimited speaking time 4 The bill imposes a 10-per-Tent surtax on incomes over $30,000 for the 1976 taxation year only and allows greater tax deductions for child-care expenses and registered retirement savings plans LIMIT DEBATE The government responded to last week’s lengthy speech by Mr Rodriguez by passing a motion limiting debate to one more day.Under the motion, the bill must be voted on by 10 p.m EST Monday.It was the second time in two weeks that the government had resorted to closure, called by Opposition MPs “a dictatorial tool” to push the bill through the House.It was only the 22nd time that closure—a debate time limit—was used in Parliament’s history.Because Mr Rodriguez still had the floor when the closure motion was introduced, he was allowed to continue speaking Monday.“I’m prepared to talk till Doomsday,” if that’s what it takes to show the government that its bill will make the gap between rich and poor widen, Mr.Rodriguez said.Mr Rodriguez said the whole system of tax deductions should be retirement savings plans iRRSP) increased to $3, 500 from $2,500 beginning in 1976 tax year.Annual deductions to RRSP’s by those who do not belong to a pension plan increased to $5,500 from $4,000.—Deductions for child care expenses doubled to $30 a week or $1,000 a year for each child.Maximum deductions for families raised to $4,000 from $2,000 a year —Taxpayers earning above $30,000 a year subject to a 10 per cent surcharge on taxable income.The surtax will apply to 1976 income only.Other changes: —Accounting rules tor charitable institutions and foundations tightened through government monitoring procedures and increased disclosure rules.—Taxes applied to Canadian branches of foreign companies limited to 15 per cent from current rates that go as high as 25 per cent city Canadians living in the U S.OTTAWA (CP) - The Unemployment Insurance Commission will be paying $20 million to almost 200,000 persons who lost their right to benefits because of legislative changes last year, manpower Minister Bud Cullen announced Monday.Effective Jan 4, 1976, all claimants 65 years and more lost entitlement to benefits.At the same time, claimants receiving benefits calculated according to their number of dependents began receiving benefits at a rate in which the number of dependents was not taken into account Subsequent test cases in the Federal Court of Canada ruled that those eligible for the two classifications of payments immediately prior to Jan.4, 1976 should have continued to receive benefits until they normally expired Because of the court approved —Tax deferral granted to farmers who receive govern ment compensation for diseased animals ordered killed by the government —Several technical rule changes for corporations rulings, all persons receiving the two classes of benefits on the revision date will be entitled to receive benefits, Mr.Cullen said REVIEW FILES Reviews will be made on the files of 18,000 aged claimants and 170,000 persons who had received the special dependency rate.However, persons 65 years and more will only be entitled to benefits prior to the date at which they began to receive Canada or Quebec pension plan to the lives of some handicapped children.Madelon Schouten.program director for children’s physiotherapy at G.F Strong, says disabled children are deriving immeasurable psychological benefits from the program “Many children never have been in such a situation,” she said “The stimulation of being outdoors, the different environment and meeting people .it’s a learning experience.” There are physical benefits, too.“It’s hard to say what the benefits are scientifically, but they’re there There is a physical improvement.Muscles are strengthened and co-ordination and balance are improved “I’ve noticed some speech improvement.The children are excited and they want to communicate that excitement.” Miss Schouten said she became interested in setting up a riding program because of the success of similar projects in England, Holland, Sweden, France and Switzerland.An experimental program was set up in 1972 but it had to be abandoned because of financial problems.Southlands Riding Club offered its facilities to G F Strong in 1973 and club man- ager Hilary Boal began recruiting safe, dependable horses from nearby stables Courses at the club, consist of eight to 10 hour-long lessons Miss Schouten said everything is done on a volunteer basis and there is no cost involved She selects the eight or 10 children who can participate in the program, subject to approval by their doctors Miss Schouten said a child who is making a lot of progress physically may receive extra incentive to improve through the riding program “If a child has come to the point of no return in developing, the psychological stimulus may help him over that hump.“A child who has so little in his life in the way of recreation or happiness I would like to provide some excitement to his life.” CONDITIONS VARY There are no set criteria on the basis of disability.Miss Schouten said children suffering from cerebral palsy, spina bifida (a congenital condition which results in paralysis of the legs), spinal injuries, muscular dystrophy, deafness and mental retardation have participated Many wear long braces and some, because of the jarring motion of the horse, must be put in body braces.Miss Schouten said a child must be able to sit without help “We had one boy who couldn't sit and for the first two sessions he had to lie over the horse’s neck But by the third session he was sitting up ” Basic riding instruction is given by Boal Volunteers, two to each child in addition to a handler for each horse, are recruited and briefed on the types of disabilities they may encounter and how to handle the children’s mental and physical problems “Many of the children also have perceptual problems,” she said “They are very dis-tractable ” HORSES RESPOND WELL Miss Schouten said it is important that the same volunteers help the child each time for the proper understanding to develop between them.There is a greater danger of accidents with a constant turnover because a new person does not know the child’s limitations Miss Schouten said it is surprising how well the horses take to the wheel chairs and the children’s movements, although there have been a few exceptions “One horse was doing his darnedest to jump out of the ring and another wouldn't stand One bucked once.” She said interest in riding programs for the disabled is growing rapidly throughout British Columbia The special afternoon of activities, organized by Steve Gillam and his assistants Rick Tracy and Nancy Williams The boys were divided into colour teams and participated in: a human dog sled race, iceberg hop, tug of war, igloo race, polar bear walk and seal hunt The weather was ideal for the event, which ended by making snow forts and sliding down gigantic snow banks Following the carnival the group was invited to the Country Kitchen, courtesy of William Dier, for hot chocolate and cake, especially decorated for the Beavers' Carnival by Mrs.Lyle Rand Besides the Beavers having their regular readers with the kind permission of Mrs Macdonald CHICKEN OR ANGE one 6-oz.can concentrated frozen orange juice (thawed) 3 tablespoons finely chopped shallots (use all) 14 cup packed frown sugar 1 tablespoon rum (optional) 1 broiler chicken.2 to 3 lbs.*4 cup all purpose flour 1 teaspoon paprika *2 teaspoon salt »N teaspoon pepper one-third cup butter U-oz.can mandarin oranges OR 1 cup pineapple tid bits I teaspoon cornstarch 1 teaspoon cold water.Combine first four ingredients, cover and set aside in a cool place at least 4 hours.(I always prepare the night before and leave in the refrigerator ) Cut chicken in 4 or 5 pieces Dredge well in flour, salt pepper and paprika r~r TV ' ».Measure butter into a shallow baking dish, melt in oven preheated to 350 degrees and then roll chicken around in the butter Place skin side down Bake at 350 degrees for 30 minutes, basting once or twice with the liquid in the pan After 30 minutes, turn and pour orange sauce over the chicken Bake another 15 minutes and then baste again Place fruit around the pan and bake another 15 minutes, basting several times Remove chicken, and mix cornstarch and water, add to hot orange sauce, return to oven for 5 minutes until clear Serve with buttered noddles, rice, broccoli or green peas It can be frozen, but it’s best in that case to omit the last 15 minutes cooking and add cornstarch when re heated as it is not advisable to freeze mixtures containing cornstarch Note Personally I much prefer mandarin oranges as a garnish to the pineapple Hope you all will enjoy this as a good company dish For regular home use I have omitted the fruit for economy, but it is really worth the extra cents it costs If shallots are available the green of the stalks gives a nice note of color, I have used onion but only if no shallots were available Perhaps some readers will find this very simple way of preparing rice useful Also from Mrs Macdonald MCE I cup rice to 2 cups water, boiling bot tomato
