Dry den It was close for a while — nip and tuck, touch and go.neck and neck — but good old Pete Cadieux came through in the pinch last week and managed to keep it all pretty hush-hush besides.Problem was.see.they had this big.all-party Commons committee snooping into CSIS business for over a year.They heard all these witnesses, took all this testimony, studied all these reports, spent all this time and money and.five months ago.came up with 117 recommendations.Who’s Who By Tadeusz Letarte Last week.Solicitor General Pierre Cadieux tabled a 79-page report rejecting almost every one of them.They wanted to chain us up, you see.Wanted to make us obey the law.respect people's privacy, freedom of speech and all that garbage.It was nothing less than a blatant attempt to keep us from spying on innocent people.i We ll keep an eye on those inter-fering old nannies in future — and on all those who voted them into office, i One of their recommendations would have set up a permanent committee to watch over our spending and operations — spying on the spies, if you can believe such a thing.How would you like someone looking over your shoulder9 And once you start something like that.where will it end?Who watches the watcher watching you?Our budget — now up to something more than $190 million a year — is secret and it's none of the taxpayer's business how we spend their money.If they don’t like it.they can write letters to the editor.We keep an eye on those, too.A second recommendation was for an oversight committee on our sister agencies: the RCMP's Security Intelligence Directorate and the super-secret Communications Security Establishment which eavesdrops on telecommunications.That.too.was rejected in the interests of national security while the reasons for that rejection were kept secret in the interests of national security.Isn't the spy game great?Another recommendation was that Canada consider setting up a new agency for spying abroad.Rejected.We have all the subversion we need right here at home.Another was that CSIS be forbidden to spy on peace groups, labor unions and crackpot political factions who pose no real threat to national security.Rejected! Another proposed tightening the legal definition of espionage, sabotage and terrorism.Rejected! They wanted to draw a line between legal and illegal ways of changing political policies, see.and prevent CSIS agents from stepping over that line.Rejected! Best of all.ure don’t have to worry about such another Parliamentary snooping session until 1998.?Woodrow Wilson once declared that spies have no place in a democracy.What did he know?Somebody should have reminded Mr.Woodrow X.Wilson that Moses was the first big-time spy-master and got his instructions directly from God.He was told to send a dozen secret agents — Israel's first Mossad — to "spy out the land of Canaan.and the prople that dwelleth therein, whether they be strong or weak, few or many: And what the land is that they dwell in.whether it be good or bad; and what cities there be that they dwell in.whether in tents, or in strongholds: And what the land is, whether it be fat or lean, whether there be wood therein or not.” And so they did and brought hack reports of a land of milk and honey which, as everybody knows, began 2500 years of peace and prosperity in the region.Spying is God’s work.see.Henry Kissinger understood that.When the CIA was criticized for trying to overthrow the democratically elected government of Salvador Allende.he grumbled; ”1 don’t see why we need to stand by and watch a country go Communist due to the irresponsibility of its own people."
