plan >f union were turned back Tuesday at the 26th general council of :he United Church of Canada but the commissioners shied away from making an immediate decision on the plan's voting procedures Five resolutions in as many conferences are before this council and most seek to make changes in the plan, accepted in principle last year by the national executives of the participating churches Since 1943, the United Church has discussed with the Anglican Church of Canada how the two denominations could reconcile differences in doctrine and practice of worship and come together into one huge church of about 3 5 million members and adherents In the last decade, several plans have been hammered out in slow-paced negotiations A final plan—which will not go before the membership of the churches until perhaps 1979—incorporated more than 2.300 requests for revisions of dioceses and presbyteries Before the general council Tuesday was a report by a special committee set up to recommend voting procedures It lumped five resolutions—called memorials—into one eight-point resolution and debate on this was scheduled for later in the day.then debate was put off until Thursday to give the commissioners more time to study the proposal Doubts as to the wisdom of proceeding further with church union are widely prevalent in the Anglican church and only a little less so in the United Church MOVE RESOLUTION This was evident in remarks by some commissioners who sought to move a resolution that would have revised the plan of union drastically This was not acceptable to national executive which said no further major revisions could be made Soccer and handball here SHERBROOKE (MI) Sherbrooke will host portions of the soccer and handball tournaments during the 1976 Olympic Games Five soccer matches will be played at the Amedee Roy Stadium Of the remaining 32 matches, between the 16 qualifying teams, 12 will be played in Montreal, eight in Toronto and seven in Ottawa Both the final and semi-final matches will be played in Montreal s Olympic Stadium The Palais des Sports will be the location of Sherbrooke s portions of the handball competition As yet undetermined numbers of matches will be held in Montreal, with Sherbrooke and Quebec City taking responsibility for the remaining matches Yesterday, at the Armand Nadeau Pavilion in Jacques Cartier Park.Sherbrooke's coordinating committee for the games officially lanched its efforts before an audience of invited guests Roger Frot.president of the committee, was excited “Proposing Sherbrooke as a participant city in the Olympic Games was just a dream for some people, he told the group, “but today it is a pleasant reality ’ Frot.however, was also cautious.Referring to the out-of-pocket expenses which the city will have to bear, he asserted “We cannot escape the realization that this event, which will require much investment, must be profit-earning for our city “So we must think in terms of further uses of the sites — particularly for soccer — that could be developed They could be used for the 1977 Quebec Games, for example, and would thus favor the development of these sports events ' Sherbrooke Mayor Marc Bureau estimated yesterday that the expenses incurred by the city will approach $80 000 In his speech at the ceremony, he outlined two reasons for supporting the activities Hosting these competitions will make the City of Sherbrooke better known around the world, he claimed “I hope that it will also encourage citizens of Sherbrooke to become active participants in sports rather than the spectators they tend to be The co-ordinating committee has a heavy schedule of obligations it intends to fulfill during the next few months By the end of August, it plans to produce technical estimates for thp competition sites Toward the end of September, it intends to meet with presidents of all social clubs within the region, providing them with an audio-visual feature on the Games During October, the same presentation will be made to directors of regional and municipal sports associations For Oct 15, the signing of a protocol of understanding between the City of Sherbrooke and the Organizing Committee of the 1976 Olympic Games is planned During November, the committee plans to present programs regarding the promotion of the soccer and handball competitions during interval preceding the Games Both soccer and handball tournaments will see the selection of 16 teams through rigorous world-wide playoff series during the months leading up to the Games The 16 teams chosen will then compete in the final round at the Montreal Games Two teams are exempt from the elimination rounds and are automatically entered in the final round these teams are the previous Olympic Games winner in the sport and the team from the country in which the Games are being held In the case of the soccer tournament, the two teams are Poland and Canada For the first time in Olympic history, women will compete in handball during the 1976 Games Six women's teams and 12 men s teams will be selected before the Games to participate in the Olympic tournament.In soccer, the 16 teams involved in the final round are divided by lot into four groups of four teams Each team plays the other three teams in its group once, with a league system used to determine standings Two points are awarded for a win.one for a tie.and none for a loss The top two teams of each group then advance to the quarter-finals series, with the first-place teams playing a one game knockout against the second-place teams from a different group The four winners then compete in the semi finals in one game knockout series The two semifinals winners will play for the gold and silver medals while the two losers will compete for the bronze medal The men’s handball tournament will involve three rounds For the preliminary round, the 12 men's teams will be divided by lot into four groups, with each team playing the other two teams in its group once Standings in each group will be determined on the basis of two points for a win and one point for a tie The top two teams in each group will then advance to the main round, consisting of competitions among two groups of four teams each Because the first - and second-place teams from each of the preliminary round groups will be in the same main round group, each team will play only two games — against two opponents it didn’t meet in the preliminary round matches Standings will be determined on the basis of two points for a win and one for a tie.During the final round, the Pvo first-place teams from the main round competition will compete for the gold and silver medals The second-place teams will meet for the bronze medal and for fourth-place The two enemy in the political world, but a lot of people are eager to rummage through his bank accounts The initial reaction pointed to an easy slide through the con firmation process, first in the House of Representatives judiciary and Senate rules and administration committees, then the full Congressional bodies “This is an outstanding choice,” said Senator Robert Griffin of Michigan, one of four Republicans on the rules com mittee “I think that (President) Ford and Rockefeller will be a formidable combination." said Senator James Allen of Alabama, one of the five Democrats.Allen also said: “I think he should start work immediately on his financial statement be cause 1 feel that the committee is going to want to know a full disclosure of all of his financial interests and assets Chairman Howard Cannon (Dem Nev.) said his Senate rules committee will be just as thorough in its examination of Rockefeller as it was of Ford when it passed on his con firmation as vice-president last year He said he assumes Rockefeller.former New York governor, a member of one of the country ’s wealthiest families, will supply his tax returns, just as Ford did NOT ALL THAT LIBERAL’ Rockefeller’s liberal record was mentioned by some congressmen But House Republican Leader John Rhodes of Arizona said I can t believe conservative Republicans feel broadening the base of the party is a bad thing—unless they want to keep on losing and keep on being a minority.” Besides.Rhodes said, on fi- nancial matters Rockefeller is a conservative That was echoed by Representative Jerry Pettis, a California Republican and a participant in a campaign to have Re-putlican national chairman George Bush get the vice-presidential post “Rockefeller is not all that liberal,” Pettis said.“If he was all that Congress President Gerald Ford, in calling for the way back to be cleared for the draft dodgers and deserters, said he is not certain how it will be accomplished But observers on Capitol Hill are predicting that it won t come through the power of presidential pardon—and some spokesmen for the evaders have stated they will settle for little less Bill Dixon, aide to Representative Robert Kastenmeier (Dem Wis ».savs the congressman “expects Ford will not take unilateral action, but will send legislative proposals to the Congress.” “The president can act on his own.” Dixon says, “but he is unlikely to do so ” Kastenmeier and his staff are among the most knowledgeable persons in Washington on the subject The congressman is chairman of a justice committee subcommittee in the House of Representatives Only hours after Ford made his statement that evaders should be allowed to “work their way back” through some form of earned return.Kastenmeier dispatched a 1.000-page report to close aides of the president RECORD OF HEARINGS The report contains no recommendations—the committee won’t have those ready until early next year It was a verbatim record of three days of hearings on amnesty conducted by the congressman last spring It went to Attorney-General William Saxbe and Defence Secretary James Schlesinger the men Ford has given less than two weeks to work out the details of his proposals One of the problems is how to treat deserters and draft dodgers with equal justice and mercy Ford himself, in calling for a case-bycase review of the status of “some 50 000 of our countrymen, appears to recognize the futility of seeking a blanket solution Draft dodgers returning to the U S.—those who have faced any penalties at all—have found that sentences have varied from couft to court Those who have returned have found that their chances of avoiding prosecution are good and their chances of escaping prison even better Reports by federal agencies last year show about 10.000 men were prosecuted or investigated for draft law violations Of that number.977 were convicted Only 260 went to prison Kastenmeier said his subcommittee has sought to hear testimony which will
