^ v ; • ^ TP ' v7 .# Thursday Dreary Weather, Page 2 Sherbrooke, Thursday, September 10,1981 25 cents Townshippers File The Culture and Heritage Committee will spend the next year studying the toponomy of the region to determine the origins of English names in the Townships.Susan Reed’s col-> umn/3 Shelburne Museum A visit to the Shelburne Museum, near Burlington, Vt., should take at least two days in order to take in all the displays.Patricia Tracy visited the doll houses, the quilt collection and the art museum, but missed the circus parade/9 Births, Deaths.6 Business.5 Classified.12 Comics.13 Editorial.4 Living.10 Sports.7-8 Some folks are about as organized as a plate of spaghetti.'b Hydro-Quebec changes energy export plan MONTREAL (CP) - In an abrupt policy reversal, the Quebec government said Wednesday it would consider building surplus hydroelectric capacity for “temporary’" export to the northern New England states.Yves Duhaime, Quebec minister of natural resources, made the offer during u day-long symposium on energy exchanges between the province and its U.S.neighbors.Governor J.Joseph Garrahy of Rhode Island, present at the sym- posium and a longtime adocate of such a move, said he is “clearly heartened by the minister’s message.” Garrahy said it now is up to the New England governors to “get together to work on it right away on our side .and make you an offer you can’t refuse.” The states have repeatedly expressed interest in such a deal — Governor Richard Snelling of Vermont once proposed that New England foot the entire multi-billion-dollar bill for any such expansion — because they now rely on expensive imported oil to generate much of their electricity.Quebec, they say, has abundant undeveloped hydro resources that could probably be sold as surplus to New England for two decades, or until the province requires the entire output for its own needs.FIVE YEARS OFF Both sides agree, however, that it would take at least five years of planning, studies, and construction before Quebec could sizeably increase its currently modest power exports.The provincially-owned Hyro-Quebec earned gross revenues of $2 412 billion in 1980 on sales of 104 billion kilowatt-hours.Just under eight per cent of its total output went to the United States.Duhaime also stressed Wednesday that his offer is conditional on Quebec receiving ‘concrete proposals" from ' the states on price and on their willingness to build transmissionlines needed totake the power from the Canada-U.S border.“Quebec is ready, more than ever, to discuss these subjects,” the minister said in an address to the 200 participants at the symposium, organized by the Montreal Chamber of Commerce.“Our government now awaits con- crete proposals.” In 1980, 7.8 per cent of Hydro-Quebec’s output went to the U.S., most of it to New York State and a small amount to Vermont.Most of the sales were in the summer months, when demand in Quebec is low but power requirements in the U.S.rise.The province occasionally has bigger surpluses but cannot now sell them to the northeastern states because the 15 existing interconnnections could not handle more than the current load Until now, the government of Premier Rene Levesque has ruled out the possibility of building more generating capacity specifically for export sales — so-called prebuilding — but Duhaime opened that door Wednesday.LAD Hr, rd *
