at their first council meeting is the presentation to them of a copy of the Municipal Code.It is probably at this time that they are struck with the first of many second thoughts about the wisdom of getting into municipal politics.The Municipal Code contains all of the wisdom of generations of cabinet ministers and employees of the Ministry of Municipal Affairs in over seven hundred pages contained in a large binder.The loose leaf binder is essential because of the frequent arrival of batches of amendments from the Ministry to be inserted in the appropriate places.Each paragraph in the Code is printed in French and English on the same page and the meaning of some of the obscure sections in one language often becomes clearer in the other.Often it doesn\u2019t.urban are not artificial Editorial To those concerned with protecting the rural way of life, this statement is dangerous.To those coping with the threat of urban sprawl it is obviously wrong.There is a difference between urban and rural municipalities, in the resources available to deal with problems, in the problems themselves, and in the choice of solutions.This does not necessarily mean that urban and rural areas cannot be governed by the same legislation.It means that whoever writes the laws must understand the fundamental differences between managing the municipalities of Thome and Montreal, for two extreme examples, or Shawville and Aylmer.A municipality like Clarendon with 90% of its land controlled by the Agricultural Protection Act has no need for most of the laws required to run the city of Hull.No one who has ever tried to understand the Municipal Code would argue with the need for a major rewriting and simplification.Few would want to see those laws which recognize the essential differences between urban and rural municipal life to disappear.Over the years the homes became landmarks of an earlier time, though still inhabited by a thriving population which had since built a school and beautiful church.Children from the more modern schools in the County have periodically visited the Nichabeau school to see first hand how things were for their ancestors.Now the town has been flattened by a tornado.The school wasn't ruined but the church was destroyed and the population has been discouraged.But as I write this, they are gathering up the bits and pieces and putting things back to rights.It's my bet that the Nichabeau people will rebound from this tragedy and blossom forth brighter than ever.Already it is rumoured that help is on its way, and then there is the indomitable spirit which is so evident around these parts.No, I just can\u2019t believe we have heard the last of Nichabeau.\tJ of trying to penetrate this jungle of municipal laws which has accumulated over the years, and will instead rely on common sense and experience to solve the problem.Councillors in the larger urban areas have much the same problem, but their problem is called the Cities and Towns Act.Now, according to a report from the Union of Municipalities of Quebec, (U.M.Q.), agreement has been reached between municipal representatives and the provincial government to standardize and simplify by 1988 the legislation controlling municipalities.As part of this work, the government plans to unify the Municipal Code and the Cities and Towns Act.To quote the newsletter from the U.M.Q., \u201cthis double layer of legislation creates a distinction between urban and rural municipalities.This distinction appears to be more and more artificial and no longer responds to North Shore riding of Manicouagan, where he will face the incumbent Liberal, André Maltais.Maltais won the riding in 1980 with a majority of over 16,000.Chairman of Mulroney s election committee is Rodrigue Tremblay, ex president of the Quebec Liberal (repeat Liberal) riding association in Duplessis, a North Shore provincial riding which encompasses much the same territory as federal Manicouagan.Both the federal and Quebec ridings include Baie Comeau and Sept Isles, the latter being the largest center in the area with about double the voting population of Baie Comeau.The biggest employer in Sept lies is the Iron Ore Company, of which Mulroney was president until last winter.During the worst part of the recession, while he was president, heavy lay-offs and cut backs were implemented by Iron Ore at Sept lies.At Schefferville, also in the federal riding of Manicouagan, the Iron Ore Company mine was closed, and the town shortly followed suit.It has wryly been pointed out that since Schefferville has effectively been closed down, there is no one left there to vote against Mulroney.To win Manicouagan, Mulroney has to capture 8,000 of Maltais' 1980 Liberal votes.That task is not made easier by the fact that Maltais is both well known and respected in all areas of the far-flung riding.There are some positive elements going for Mulroney in his drive to win Manicouagan.He is, after all, a native son of Baie Comeau.He must surely feel capable of winning strong support there.He may also win stronger support in Sept lies than appears likely on the surface.When, as president of Iron Ore, he ordered the closing of the Schefferville mine, he went to extreme lengths to arrange alternative employment as well as benefits for the laid off miners.And he was careful to make sure that the media knew exactly what he was doing.All of the effort that went into that carefully orchestrated scenario may now pay off in votes.Nevertheless, Mulroney s decision to run in Manicouagan is a gamble of substantial proportions.If he loses the riding and the country, his political career will likely come to an abrupt end.If he wins the Quebec Review By
