EDITORIALS 92 forest fi res since March 26 NEW CHANNELS OF COMMUNICATION V Once the network gets into full swing, it should be possible to have many exchanges of programming with other regions.Perhaps we could see a County Fair, fiddlers jamboree, or plowing match from the Lac St Jean or Rimouski sector, and they in turn could see our local product It is always exciting when a new medium for communication enters the County. This time the newcomer is Radio-Quebec with its educational and cultural television programmes on UHF channel 23.Without much fanfare, this new television station went on the air in Pontiac County last Wednesday.Transmitted by the relay antenna at Chapeau, its signal should reach most homes within about a 50-mile radius.Forest fires continue to cause damage to the territory of the Société de Conservation de l’Outaouaia.Since the 26th of March, 92 fires have been detected.Of all those fires, only two can be directly related to lightning activity.Ninety forest fires have therefore been caused by human activities.Normally lightning ia the cause of 25% of all forest fires and man accounts for the other 76%.Michael O’Leary, Prevention Officer of the West Quebec Conservation Association, believes that this disproportion t the fact that thunder storms have not yet really started to manifest themselves. Two fires occurred in March, sixteen in April, and seventy four in May.This last amount might seem out of proportion but May is one of the busiest months of the Association’s protection season. This is clean up month for many people and numerous fires are lit to burn à In this day of gas shortage and high cost of transportation, local access to television programming together with this kind of exchange could become a major vehicle for communication and sharing of our cultural heritage. In the short term, Radio-Quebec plans to have only French language programmes in Pontiac County.comes UlJM Supported by the Quebec Provincial Government, Radio-Quebec has plans for a network which will reach 90% of Quebec citizens by the end of 1983.They have divided Quebec into nine regions to permit decentralization of programme creation.Eventually, each area will produce about one sixth of its programmes locally with the remaining programmes coming from the network. The immediate effect of this new television station will be the doubling of the number of French language programmes which can be received in Pontiac County. In addition, it will enrich our lives by exposing us to many cultural events that are taking place right here in our own Province.grass or débris. That is when it can be dangerous for the forest, for it is at this time of the year that there are large quantities of dry surface fuel spread throughout the still ungreen forest. This increases the risk of small fires getting out of control and spreading rapidly to the forest.“Summer is at our doorstep, and we must be careful in order to protect our environment," warns Mr.0Leary.“The forest needs to be protected against forest fire, please be careful with your cooking fires and cigarettes." T ?1 However, Radio-Quebec General Director, M Gérard Barbin, says that, in the long term, English or even bilingual programmes could be considered.e i For an optimist, this last possibility seems the most exciting and unique form of media to add to the County. What better reflection of our rich combination of two cultures could we hope for?Red Cross president Algonquin College Algonquin College in Pembroke has issued a clarifying I statement with regard to its status and programs for the fall and winter of 1981-82.The reason for issuing this statement at this time is the lack of clarity concerning the Campus* status following the numerous media statements and news stories which were published and broadcast during the past few months when the college was undergoing its budget review.Mr Frank Havey, Campus Director of the Pembroke Campus, has indicated that, while there have been effects on the Pembroke operations, no programs have been affected.Although applications to the college have been coming in at a good rate, it appears that there may have been some concern on the part of prospective students, and the projected The possibility of setting up programming at the station, enrollment in the fall of 1981 is Society announces the appointment of Mrs Gabrielle Bertrand as President of the Quebec Division. An active member of Red Cross for many years, Mrs Bertrand has sat on the Board of Management of the Division 1976.She succeeds to Mr Jacques Laverdière who has been appointed Chairman of the Divisional Council.Last week.Heritage College discovered that years of hard work had been voided by an arbitrary decision taken by the Minister of Education, Camille Laurin. As reported in THE EQUITY several weeks ago, an agreement had been reached among the C.E.GJ3.P.de l'Outaouais, the Champlain Regional College, Heritage College and the Department of Education, to give Heritage the status of an independent C.E.G.E.P., and to then have Champlain handle its administration.involved.He also is concerned with representation on the Champlain Board, even though again this has already been established. These additional excuses only serve to show how weak Laurin feels his main argument for postponing signing the agreement is.since Hope for radio production in Shawville What is most unfortunate about this delay is the effect it will have on the students and teachers of Heritage College who must continue to struggle with a meagre budget in an undersized building.Independent status would have resulted in a large increase in both operating and capital budgets, permitting an improvement agreement, possibly for one year, until a study has been made on the effects Heritage College will have on the French in the Outaouais.Once the College is independent of the C.E.G.E.P.de FOutaouais, admission will not be restricted to anglophones, and the fear has been expressed by a radical francophone group in Hull that this will lead to an erosion of the French language. It is difficult not to see the hand of Camille Laurin, the Parti Québécois member and head of the Office de la Langue Française, dedicated to eliminating English from Quebec, behind the actions of Camille Laurin, the minister responsible for administering educational policy, response to representations from a fringe group with no constituency, overriding the wishes of the duly constituted school boards involved is college should they require further information.t: Eighty years ago at Vinton School No.1 A A tl i r at An ancient clipping from THE EQUITY in 1901, brought in by Dominic Doyle. The article which haa
