have produced hundreds of laws, which despite, one assumes the best intentions, of their progenitors seem designed to force everyone into the same mold.That mold, most of the time, seems to be one more suited to the people and institutions of Montreal, Quebec City and points between than to those of West Quebec.By E.S.Peach The greatest battle in the British system of parliamentary government took place in the 19th Century with the elimination of the old \u201cpocket-boroughs\" that were essentially a carryover from the Feudal Age.Up to that time constituencies of a hundred inhabitants sent members to parliament while large, growing industrial areas went unrepresented.When that situation was finally corrected it was judged that the system was perfect.\t* The last elections in Canada and its provinces have shown a crying need for further reform.In Quebec, for instance, in 1978 the P.Q.got 80% of the popular vote and ended up with 6% of the members.In the 1981 election the P.Q., with 49% of the popular vote, got 66% of the seats, while the Liberals with 46% got only 35% of the seats.In Canada the Liberals have only one Member west of Ontario, while in Quebec the Conservatives are unrepresented.It does not take a genius to see that this old system in which one or two votes can determine the winner in a riding is obsolete and ridiculous.Within a few hours of the closing of the polls, modern telecommunication makes it possible to determine the nation#! percentage vote.This percentage, as far as possible, should determine party representation in the next parliament.How could this be done?Is it impossible?To a simplistic mind like mine all things are possible.Let us consider a province that has 100 ridings.Of the total popular vote the Conservatives get 45%, the Liberals 35%, the NDP 20%.Ideally in the new assembly the first will have 45 members, the second 36 members and the third 20.Following the election, representatives of each party will ait down to work out this One has only to see the problems local governments have in administering laws affecting education, agricultural zoning, evaluation of property, the restructuring of counties, construction M.P.Mission Port Moody TO THE TAXPAYERS OF THE GRAND CALUMET MUNICIPALITY Recently, the municipal council of the municipality of Grand Calumet Island presented the budget for the current year at a regular meeting of the council.Shortly after, the tax bills were mailed to the proprietors and taxpayers showing an increase in the tax rate of 70% namely from 64 cents per $100 evaluation to $1.08 per $100 evaluation.It is apparent that the majority of taxpayers were very upset by the increase in their tax bill.Some people paid their taxes but mostly with protest.Some wrote letters to the municipal council and others to the Quebec Government.Oil and Water \u2014 City and Country A typical example, and one that generates many grievances, is the tendency for Quebec to place rural and urban areas under the same administration.One can only assume a complete ignorance of the realities of public administration to explain the grouping of the Municipality of Pontiac and Hull, and others, together to form the C.RO.Two municipalities further apart in their goals, and in the resources available to realize them, are hard to imagine.Frustration with their lack of power to materially affect C.R.O.decisions, and the continuous flow of money to pay for services unavailable in Pontiac has forced the Municipal Council and the taxpayers to choose separation as a solution.Council activities in Aylmer does not permit rural areas to be treated differently from urban areas.Occasionally ad hoc settlements of problems are arrived at, but the rural residents find themselves continuously at odds with the predominantly urban administration.They too are considering separation as a solution.ratio Ridings won by 50% of their total vote will automatically no
