[" / I/o1, BIBLIOTHEQUE NATIONALE 1700 RUE SAINT DENIS MONTREAL.QUEBEC DU QUE PONTIAC Quebec, Canada jr 3K6 0987 VOICE OF THE PONTIAC No.23, 94th Year Shawvllle, Quebec, Canada, Wednesday, June 8, 1977 300 entries at first annual Gatineau Pontiac poultry show 15* A A -, A By noon sixteen exhibitors had brought in close to 300 specimens of poultry, waterfowl and pigeons and they were still coming in.The Shawville arena was decorated for the event with boughs of evergreen flanking the rows of cages and festooned about the \u201cchampion row\" at the south end of the Another booth at the show provided useful information and equipment, specifically to poultry breeders, and a great variety of books and pamphlets on the subject.This booth was brought in by the Bill Hamiltons, of Paris, Ontario, who run a supply business from their home there.Emmett Bouchard of Aylmer is president of the Association, Carl Dale is Vice President, Francis McDermott is Secretary, and Wayne Telford is Treasurer.John Langford was in charge of Decorations at the show.For a first effort it was a tremendously successful one, with exhibitors coming in from Lachute, Quebec, Ameliasburg and Paris, Ontario, and of course many places in between.It was unusual to hear the sounds of poultry, particularly during the cock crowing contest, in the arena where on expects the sounds of hockey puck against the boards, cheering crowds, and the bawling of cattle during the Shawvilie Fair, but the arena proved to be an excellent place for poultry.Space and lots of air made it possible to view the exhibits in comfort.Admission was free.n hall.Particularly drawing the attention of visitors were the exotic wee bantams, including some fantastic Silies, and one beautiful brown Bowen Duck in among the bright white geese also made a hit.But the standard poultry, large and utilitarian and at the same time bearing beautifully and intricately designed feathers, and the soft little silver pigeons also created quite an impression on those who took time out last Sunday to see the show.It was the first such effort on the part of the six month old Gatineau Pontiac Poultry Association.Organized after the Shawvilie Fair last year, the group managed this large show by pitching in among themselves and hoped to recuperate some of their expenses at a lunch counter set up in the arena.The food, prepared by the ladies of the club, was good.X / 19 * / Five new Canada Works projects i »\t» ; 17% in grades three and four; and 74% thought immersion should begin in the earliest grades! An interesting comment came from one family who had recently moved here from Alberta.They noted with some irony that it was easier for them to find adequate French instruction there than here in Quebec.The returns from this survey were handed over to the Board at the open meeting in mid-May and were presumably reviewed at its regular meeting on May 25th.At that meeting the Board voted to or is it just a reaction to the new Quebec government and to Bill 1?I believe it is a real problem which bears on the future of the Pontiac.Many have argued that by introducing an immersion programme into the elementary system we will jeopardize the jobs of some English-speaking teachers and hasten the demise of the English school system.Quite the opposite is true.Not a single teaching job need be sacrificed.On the other hand, think how many local jobs have already been lost for lack of a mere working knowledge of French?If we miss the boat on the teaching of French \u2022 in other words, if we do not adequately prepare our kids for what is the reality of Quebec, whichever party is in power \u2022 then we do a disservice to them and to the entire English speaking community.Without a full knowledge of French where will our kids go to pursue their ambitions?There is a simple answer; elsewhere.This process has already begun.The demographic studies show the average age of residents in two children are not yet old enough for school but I hope by the time they are ready we will be offering some form of immersion French language programme coming I would be glad to serve on the School EQUITY MAY 25.1977 We deeply resent the unhealthy attitude towards Pontiac shown in letter from Mr D.J.Doyle of Ontario formerly of Pontiac.\u2022 His main objections seems to be: a)\tThat there is close surveillance by the Quebec Police Force.b)\tThat he was given a ticket for non-compliance with the seat belt law ( A law that is also en vigueur in Ontario).c)\tThe time spent to check out the validity of a Quebec leasing company using Ontario license plates.The seat belt law was enacted with its goal of saving many serious injuries and we agree with it.If Quebecers were travelling in Ontario I think they would be expected to respect the laws of that province.Secondly, for years we have been requesting closer Police surveillance of the Pontiac roads, and if this hope has finally come to fruition, we applaud it.Too often in the past when there was flagrant speeding or other law breaking on the highways, there never seemed to be a policeman around to do anything about it.Mr Doyle treats the Pontiac as if we had already separated -un fait accompli - but we would like to remind him that this county and province has not separated yet .This province belongs to all of us page, which reflect this feeling from several points of view.Whatever can be done to put opinions into action should be done, now.It is clearly the responsibility of the school boards With the deadline for compliance with the Real Estate Assessment Act drawing near, the mayors of Pontiac County are still looking around for the best possible cure for their assessment headaches.They have been placing all their faith in Les Estimateurs for the past few years but recurring problems seem to outnumber solutions and to hear the complaints at each meeting of County Council one might conclude that there is no catching up.However, there is still time.According to the Act, the latest fiscal year for which the first annual assessment roll must be prepared in accordance with the Act will be the fiscal year beginning in 1984.By this time a central data file must be set up containing real estate market and property titles, tax maps must be prepared, there must be cross reference indexes, individual property files, an environment survey including property descriptions, fluctuation rates of the real estate market must be established, lands must be valuated, buildings must be valuated, value corelations must be indicated and the assessment roll must be assembled.French Immersion by David Conrod During the past several years, interest in the methods of French instruction used in English-language schools has increased tremendously.The method most commonly chosen to improve the learning of French has been by the use of \u201cimmersion programmes\".What is Immersion: For the purpose of language instruction, immersion would be, ideally, to place the student in a totally French language environment for 24 hours a day, 7 days a week.Since this method is not always feasible in a public school system, various programmes that are variations on this idea have become quite popular.One method involves having the student take all his in French for several consecutive followed by a course or two in the French language for each year through the rest of the student's school years.Another fairly popular method is to have the student take one or two courses in French over a number of years.This is usually called \u201cpartial immersion\".All this was made clear to the mayors at County Council Monday.The mayors decided to investigate a system being used at St Jerome which centralizes all the county assessment problems into one office staffed by local people, using a firm of professionals for advice and guidance only.If the St Jerome method seems logical and practical they might consider setting up a similar system in Pontiac County courses years.This is usually Heather Dickson of Shawville.daughter of Agatha and Frans Alberti of Ottawa, received the degree of Baccalaureate of Science in Biochemistry cum laude from the University of Ottawa at graduation exercises, Sunday, in the National Arts Centre.Meanwhile, Les How Successful Is it?: French immersion has been around long enough that very definite conclusions may be reached about its achieves what it is supposed to do - the students gain a real fluency in French.Some Research Findings: French immersion is no longer experimental.It's a fact of life.In a study made in the Montreal area, it was found that immersion programmes can successfully be introduced up to grade 7 level.Other areas find that grade 9 is not too late.However, accuracy in accent was best achieved with primary level students.It is very interesting to note that students who had been in French immersion from kindergarten to grade 6 scored as well or better in English and Math tests than did a similar group who had followed the English-only programme.Needless to say the immersion group was far superior in French.Some Fears About Immersion: Two groups have expressed fears about immersion.One group is teachers who see the possibility of losing jobs to bilingual or French-only teachers.There is justification for this fear.In the face of growing demands by government and parents for increased student ability in French, the teacher's best course might be to follow some of the available programmes in order to be able to teach in French and thus avoid being replaced.The other group represents people who fear these students will lose their English culture.This fear is really groundless because culture is not just language.It is difficult to conceive of a child in an English school in an English speaking English-speaking parents losing any of his culture.Rather we should emphasise the positive aspects of gaining part of the French culture.success.It Grist and miscellaneous items Discussion on this matter occupied the first hour of County Council, after which Tom Lefebvre, MP, spoke briefly about the Canada Works projects.He reminded the mayors that the deadline for the next series was August 26th and also that some of the projects could be extensive, covering one whole year, instead of the previous 30 weeks.He said that councils, individual groups, parishes, services clubs or other organizations could sponsor projects and also advised that if at first they didn't succeed in getting their project accepted they should try, try again.Often a refusal wasn't based on the nature of the request but simply on the fact that other requests in the same area had been accepted and the government tries to spread these job opportunities around as much as possible.-A®! e The three officials from Quebec and the gentlemen from Hull who came up to Pontiac last Thursday probably went away with a perfectly marvellous impression of this County's beauty and breadth.They had great weather (although they constantly complained about it being colder here than in Quebec City) and they drove right up to Fort William.They were mainly looking at old buildings but they couldn't have missed the beautiful scenery.And they sure didn't misa the fantastic dinner put on by Fred Meilleur at the Chapeau Hotel.But the impression they left with a dozen members of the Pontiac Historical Society wasn't as salutary because after opening and setting up the museum ( and that entails a lot of hard manual labor taking the wood casements off the windows and bringing fruit loaves and cake and coffee along to feed the visiting dignitaries, and waiting two hours, they finally closed up the museum and went home without ever seeing hide nor hair of the Quebec City men.Nor, we might add, do they ever expect to see them.It was just a matter of miscalculation of the distances here, plus ignorance of how long it takes to do justice to a well served meal.(Maybe in Quebec City they all eat at short order counters) dignitaries choose to visit Pontiac they\u2019ll leave the arrangements to someone who lives here so their good intentions won\u2019t be destroyed by a lack of local knowledge.Among graduates at the Carleton University Convocation last week were Wendy Lea Wickens Hortie and William Rhind Mac Lachlan of Shawville, and Katherine Elaine Newberry of Bryson.Two things stood out about the track meet at Bryson last One was the charm of the Immaculate Conception school which hosted the event.This is one of those rare and wonderful institutions which still flourish in our County where French and English speaking children learn their lessons side The four teachers, week HOUSING by side, each in his own language ¦\t|\t| | Genevieve Cahill, Suzanne AngrignonAnnette Asselin and Pat Hamelin, teach grades one to four, two grades to a room so there can be an English room and a French room, %nd the school spirit and good will is a credit to these four, especially in a time when so much effort is being expended by so many outsiders to divide our people linguistically.Those who get their early schooling at Bryson are the lucky ones.The other little happening which surely didn't go unnoticed was the flags of the nations\" parade in which one school was assigned the flag of Quebec.If it had been a \"flags of the Provinces\" parade, that would have been appropriate.As it was it just turned out to be a not so subtle use of the children to promote someone's political ideas.Mayor Soucie of Fort Coulonge asked about the house renovation projects being carried out in some municipalities and Tom explained that this program was being entirely financed by the federal government but entirely administered by the provincial government.Only certain communities are designated by Quebec as eligible for this assistance.These include Fort Coulonge, Otter Lake, Calumet Island, and Bryson discontent with the fact that his municipality, Mansfield, gets lumped in with Fort Coulonge and thus his rate payers do not receive some of the benefits due to them.Maybe next time Quebec Mayor Hérault of Mansfield expressed some with One of the reasons that Leslie Lake Park in Pontiac County may be closed for the winter in September of this year could be that it wasn't used a
