Community Centre on Sattrday night.Its purpose was to reward those who, during the year's many Centennial activities, devoted their time ana a great deal of work to insure its success.The evening* entertainment started with skating from 7-9 pm.Promptly at 9 pm.Rev Ron Ellis, Centennial Chairman welcomed those who had come despite inclement weather, and also thanked them for their work throughout the year.He then presided for the announcement of awards to the Chairmen of the various committees, these being presented by Mayor Orla Young.John Beattie, talented especially in the field of woodworking, was commissioned to make the gifts which were presented to the chairmen and councillors.These were a special design of a double pen set with inserted enamelled medallion of the Centennial crest in the centre of a pine setting.Their wives each received a coloured enamelled medallion on a gold chain.The hall was suitably decorated for the occasion by Mrs Sylvia Hodgins and her committee while Mrs Doris Hod gins and Mrs Nancy Alexander convened a lunch of tea, coffee and assorted doughnuts.At 10:15 pin a very fine orchestra provided music for those who wished to dance until one.Mayor Young also presented the Municipal Councillors and tneir wives with gifts.Also recipients of tokens of appreciation for extra work done during a very busy year were all town employees.Special thanks was tendered to Mrs Evelyn Dale, Secretary-Tree surer of the Municipality, who did much extra bookwork and exhibited a great deal of patience and understanding throughout call for a tow truck to tow away your car ( because in our legal system you are not allowed to drive an automobile when impaired, which is correct and rightly so) and you are rushed to the nearest office where the breathalizer test may be given.If the car is towed away you must be considered guilty or they wouldn't tow It away in the first place.I always thought a person was never guilty until proven so.I wish to suggest a possible example: A person might be coming from work and stops for one beer, and on a curve he accidently crosses the white line while meeting a police car.Of course this is an infraction in itself, no one should cross the white line therefore that person must he drinking.He is stopped, the police smell beer, a tow truck is called to tow his car away, lie is taken for the breathalizer test, despite his protest, despite his normal physical capabilities, despite his sober talk.He takes the test and blows .03, which is allowed by law.The police apologize and drive him home, but he must still pay for the tow truck and more important suffer the humility of being taken away in a Police Car.The point that I am trying to make here is that in Ontario before a person is charged for impaired, he is normally given a physical on the spot, and must show \u2022ome very visible signs of being impaired.Then he is taken to the station and given a physical again, if he can not carry this out, he then is given the breathalizer \u2022 In Quebec he is given his physical after he has taken the test.The law states that a person cannot operate a motor vehicle if he has over .08 in his blood stream.A person weighing 150 pounds who has had four pints of beer will be over .08, yet he may be still more capable than a person who has 2 pints of beer.In Pontiac this year according to reliable Information over two hundred people were charged with impaired driving.This is great, but how many were under .15 on the test.Sure the laws says .08, but in Ontario most of these people would never be brought best, because thev seem to realize the lasting effects of a person being charged.What happens to a person being charged with impaired driving, both economically and socially\u2019 First if it is his first offence, and there is no accident he might be charged $75.00 plus costs.His Insurance rates will double and he Is normally considered a bad risk.If he does not have insurance he must get it or he will lose his licence and many agents or companies are reluctant to take a risk of this nature.The total cost of the insurance surcharge could run as high as five hundred dollars over the next five years depending on his class of rating from an insurance viewpoint.Socially he might .be considered a drunkard by some people even though they had 4 or 5 pints of beer in their day.I more important if he should ever be coming from a party and caught again at .13 the penalty is much more severe the second time.I hope that some of our men of the law read this and the next time they stop someone, at least look at that person and see if he has any visible signs of Impairment, because under this system just about anyone in Pontiac who enters a hotel on a Saturday night will be charged if stopped.And I will say there are very few in Pontiac who will have a clear slate if this practice is allowed to continue.All the people of Pontiac County ask is that we receive the same shake as the rest of the province.If what I am saying is untrue ask our provincial member to check Into this.Let them get those who are actually drunk, but not those who are physically capable, because it is something a person will never forget.I wish to remain anonymous because after this letter I might end up taking the breathalizer drunk or sober and I can't really breathalizer test.First of all I agree very much with it In principle and its déterrant effects on the public.I believe that this system has contributed much to Improve oir safety on public highways.I believe if the ordinary Individual is caught and convicted once, he will never forget it, because he is ever aware of the consequences if he is caught the second time.What I object to is the way that it is carried out by our police in Pontiac County.First of all a person may be stopped for a number of reasons, such as a burnt tall light, possibly No 8 is in for the that a burnt headlight, failing course offered at Shawville: As of Wednesday afternoon last week the number of registrants had diminished from 13 to 9 ( because four people changed their minds) so the course was cancelled.However,,
