governing the various classifications.However, if the employer deems, in special cases, that an apprentice or handicapped worker has not increased his or her productivity in accordance with his or her period of training, then the employer may exercise the right to claim a special permit authorizing a lower rate than that fixed in the schedule, all as provided for in subsection \"d\" of section III.Under the foregoing circumstances, the manufacturer may withhold the increase from its effective date until such time as the case is heard and decided by the Parity Committee.If the Parity
