janvier 1912.Aujouid'hui, à trois heures p.in., Son Honneur le Lieutenant-Gouverneur s'est rendu, avec les cérémonies ordinaires, à la Chambre du Conseil Législatif du Parlement.Les membres du Conseil Législatif étant assemblés, il a plu à Son Honneur le LieutenantrGouverneur d'y faire requérir la présence de l'Assemblée Législative, et cette Chambre s'y étant rendue, Son Honneur le Lieutenant-Gouverneur a ouvert la quatrième session du douzieme parlement de la Province de Québec, par la harangue suivante du Trône : Honorables Messieurs du Conseil Législatif, Messieurs de l1 Assemblée Législative, Le plaisir que tout lieutenant-gouverneur ne peut manquer d'éprouver à vous voir reprendre vos travaux parlementaires, je-le ressens doublement, moi qui eus autrefois l'honneur de siéger à la chambre des députes.En effet, si votre rentrée m'apporte la promesse d'une collaboration précieuse, elle évoque aussi en moi un passé dont le souvenir m'est toujours agréable.Comme has the largest increase in population and this has occurred not only in the manufacturing centres and colonization regions, but even in essentially agricultural counties where all the land is under cultivation.Such progress is very encouraging and allows us to hope that before long, Quebec will have more people than any other of the Canadian provinces.The clearing of the public domain is being carried on more actively than ever and my ministers fully intend to do all in their power to facilitate to take undertaken by our pioneers.The time seems to have come for turning to account the vast areas of arable land in the north-west part of our Province.The Colo-' nization Department has already begun the construction of a main artery in the Témiscamingue region and proposes to begin opening a road about one hundred and ten miles long in Abitibi next spring, along which road free grants of lots\" will be given.It is important, however, that these two regions be placed in communication with consuming and distributing centres by means of railway lines.Thus, for instance, a line with its terminus at James Bay would greatly promote the development of our farming and industries, while sous leur contrôle.L'accroissement de la population a rendu nécessaire le remaniement de notre carte électorale.Un projet créant de nouvelles circonscriptions vous sera soumis.Notre service sanitaire sera réorganisé dès l'été prochain.A cette fin, la province sera divisée en plusieurs districts d'inspection et un hygiéniste sera chargé du service dans chaque district.C'est aussi l'intention du gouvernement de contribuer au maintien d'hôpitaux pour le traitement des tuberculeux.Des arrangements ont été conclus avec la cité «le Montréal au sujet de l'établissement d'une cour juvénile et ce tribunal commencera bientôt à remplir les fonctions qui lui sont assignées.Vous aurez à étu«lier un projet de loi rendant plus expéditives et moins «lispendieuses certaines poursuites civiles.Vous for the treatment of tuberculosis.Arrangements have been made with the city of Montreal regarding the establishment of a juvenile court which will shortly began the performance of the duties assigned
