that a copy of each such Plan and Rook of Reference, certilied by the Commissioner of Crown Lands, shall be deposited in the ollice of the Registrar in whose county or registration division the place to which they refer is situate, and shall there remain open to inspection of the public during ollice hours; that whenever the Plans and Books of Reference, with respect to any county or registration division, have been deposited as aforesaid, in the ollice of the Registrar thereof, the Governor in Council may declare the same by proclamation ;
